Oxfam is seeking an experienced fundraising consultant, small consulting team, or firm to develop Oxfam Kenya’s overall five-year fundraising strategy, with a particular focus on expanding public and individual fundraising. The consultancy will support Oxfam Kenya as it transitions toward greater autonomy as a Global South affiliate, helping the organisation diversify its income beyond institutional donors and build sustainable fundraising approaches targeting individuals, corporates, diaspora communities, philanthropic organisations and digital giving audiences. The assignment is based in Nairobi, Kenya, with a hybrid working arrangement and is expected to run for a maximum of seven weeks. As Oxfam Kenya develops into an increasingly autonomous national affiliate, the organisation is seeking to strengthen its financial sustainability by diversifying its resource mobilisation model. The selected consultant will therefore develop three interconnected products: A Public Fundraising Market Analysis A Five-Year Public Fundraising Strategy An Overall Five-Year Oxfam Kenya Fundraising Strategy The final strategy will integrate public fundraising with institutional donors, trusts and foundations, corporate partnerships, philanthropic funding and other income streams. Key Areas of Work The consultant will undertake a comprehensive assessment of Kenya’s public fundraising environment, including donor behaviour, giving trends, digital fundraising, mobile-money infrastructure, crowdfunding, regulatory requirements and the competitive landscape. The assignment will also assess Oxfam Kenya’s internal readiness, including: Brand strength and public image Existing supporter data Digital assets and fundraising infrastructure Governance and compliance Staffing and technical capacity Fundraising skills gaps Comparative advantage in the Kenyan market The consultant will conduct consultations with Oxfam Kenya staff, senior management, Board representatives, Oxfam affiliates, fundraising practitioners, peer organisations and potential fundraising partners. Expected Deliverables The successful consultant will be expected to produce several major outputs. 1. Inception Report The report will establish the methodology, workplan and data-collection tools and should be completed during the first week. 2. Public Fundraising Market Analysis This will assess: Market size and fundraising opportunities Donor and supporter behaviour Giving trends Digital and mobile fundraising infrastructure Competitor and peer organisations Regulatory and fiscal considerations Public fundraising risks Oxfam Kenya’s internal readiness and SWOT analysis 3. Five-Year Public Fundraising Strategy The strategy will identify priority fundraising products, channels and partnerships, together with: Income projections Investment requirements Implementation roadmap Staffing and systems requirements Risk assessment Monitoring framework 4. Overall Five-Year Oxfam Kenya Fundraising Strategy This strategy will integrate public fundraising with institutional, corporate, trusts and foundations, affiliate and philanthropic fundraising. It will establish fundraising objectives, approaches, income diversification targets, annual targets, costing and a high-level monitoring framework. 5. Validation Workshop and Final Presentation The consultant will present findings and recommendations to Oxfam Kenya staff, senior management, the Board and relevant Oxfam confederation fundraising teams. 6. Implementation and Resourcing Brief A concise document will outline immediate priorities, quick wins and key investments required during the first 12 months. Consultancy Timeline The seven-week assignment will be structured into four phases: Week 1 – Inception: Desk review, consultations, methodology and inception report. Weeks 2–3 – Market Analysis: Research, interviews, benchmarking and assessment of Kenya’s fundraising environment. Weeks 4–5 – Strategy Development: Analysis, identification of fundraising opportunities and preparation of draft strategies. Weeks 6–7 – Integration and Finalisation: Integration of fundraising streams, validation, presentations and final deliverables. Who Can Apply? Oxfam Kenya is looking for a consultant or small consulting team with substantial hands-on public fundraising experience. Applicants should have: At least 8–10 years of progressive professional fundraising experience. A strong and demonstrable track record specifically in public fundraising or individual giving. In-depth knowledge of the Kenyan fundraising and giving environment. Understanding of mobile-money and digital fundraising infrastructure, including M-Pesa-enabled giving. Knowledge of Kenya’s NGO fundraising regulatory and tax environment. Experience developing fundraising products such as regular giving, digital fundraising, legacy giving, mass-participation fundraising, diaspora giving or crowdfunding. Strong market research, analytical and strategy-development capabilities. Ability to develop realistic income projections and investment cases. Excellent strategic writing, presentation and facilitation skills. Fluency in English. A relevant university degree in business, marketing, communications, development studies or a related discipline. Professional fundraising certification will be an advantage. Applicants must also demonstrate at least two comparable assignments completed within the past five years, supported by verifiable references.
