Plan International is recruiting a Policy, Advocacy & Strategic Partnerships Officer – Climate and Emerging Themes for its Global Hub. This is a location-flexible opportunity open to candidates who already have the legal right to live and work in any country where Plan International has an employing office, including Zimbabwe, Kenya, Ghana, Nigeria, the United Kingdom, the United States, and more than 70 other countries. The permanent role focuses on advancing climate justice, girls’ rights, and sustainable livelihoods through global advocacy, strategic partnerships, and climate finance. About the Role The Policy, Advocacy & Strategic Partnerships Officer will support Plan International’s ambition to become a globally recognized voice on climate justice and girls-centred sustainable development. Working within the Global Affairs Policy, Advocacy & Strategic Partnerships Team, the successful candidate will provide research, analytical, and coordination support to develop evidence-based advocacy initiatives, strengthen strategic partnerships, and expand investment in climate programmes that empower girls and vulnerable communities. Although the role has no direct line management responsibilities, it plays an important enabling role across global climate partnerships, advocacy campaigns, and funding initiatives. Key Responsibilities The successful candidate will contribute to both strategic and operational priorities by: Researching bilateral, multilateral, and philanthropic climate funding opportunities. Supporting the development of partnership proposals, business cases, briefing papers, and donor presentations. Producing evidence-based advocacy materials focused on climate justice and sustainable livelihoods. Maintaining a comprehensive partnership pipeline, including partner engagement records and key funding timelines. Monitoring global trends in climate policy, development finance, and international funding landscapes. Preparing presentations, talking points, and conference materials for high-level external engagements. Collaborating with regional hubs, country offices, national organizations, and technical specialists across the organization. Providing surge support on cross-thematic advocacy and strategic partnership initiatives when required. The role bridges climate intelligence, policy analysis, partnership development, and organizational learning to ensure advocacy is grounded in robust evidence and country-level experience. Eligibility Criteria Plan International is seeking professionals with strong research, writing, and partnership development skills. Essential qualifications and experience include: Knowledge of climate change, sustainable livelihoods, and development finance. Understanding of international frameworks including the Paris Agreement, UNFCCC, and the Sustainable Development Goals (SDGs). Strong analytical and policy research skills. Excellent writing skills for proposals, policy briefs, advocacy documents, and presentations. Ability to synthesize complex climate and funding information into practical recommendations. Experience coordinating projects, managing databases, and tracking multiple workstreams. Strong relationship-building and stakeholder engagement abilities. Desirable experience includes: Working within an INGO, multilateral agency, or research institution. Climate justice or climate finance programming. Gender equality and girls’ rights within climate and livelihood contexts. Partnership development and donor proposal writing.
