Lead Water, Sanitation and Hygiene (WASH) Programs in Humanitarian Settings IsraAID is recruiting a Program Manager WASH to oversee its Water, Sanitation and Hygiene portfolio in Kakuma, Turkana County, Kenya. This full-time leadership position is open immediately and runs through December 2026. The role offers an opportunity to manage and strengthen WASH interventions in a complex humanitarian and refugee-hosting context while contributing to long-term resilience and sustainable development. About IsraAID Founded in 2001 and headquartered in Israel, IsraAID operates in more than 55 countries, delivering emergency response and long-term development programs. The organization works to: Provide urgent humanitarian aid Support recovery and resilience Reduce risks from future disasters Partner with local communities and institutions In Kenya, IsraAID implements programs in WASH, protection, and community development, particularly in underserved and crisis-affected regions. Position Overview Job Title: Program Manager WASH Location: Kakuma, Turkana County, Kenya Employment Type: Full-Time Duration: Up to December 2026 Reporting To: Area Program Coordinator Compensation: USD 2,000 per month Department: Programs The Program Manager WASH (PMW) is a senior leadership role responsible for strategic oversight, technical guidance, program quality, budgeting, reporting, and team management across all WASH projects in Kenya. Key Responsibilities Program Management and Technical Oversight The PMW will: Lead the design, planning, and implementation of WASH projects Provide technical expertise in: Water supply systems Sanitation infrastructure Hygiene promotion Sustainable WASH solutions Develop technical designs and Bills of Quantities (BoQs) Ensure quality assurance frameworks meet donor and professional standards Monitor program budgets against targets Ensure timely and compliant donor reporting Work closely with the MEAL Officer to strengthen monitoring and evaluation systems Align all programming with IsraAID and international humanitarian standards Staff Management and Capacity Building The Program Manager will: Supervise WASH program officers and ensure clear reporting lines Develop staffing plans in coordination with the Country Director Identify training needs and build team capacity Mentor and coach staff to strengthen technical WASH expertise Support recruitment processes, including drafting Terms of Reference and participating in interviews The role requires strong people management skills and the ability to operate in high-pressure environments. Strategy and Planning The PMW will: Contribute to annual strategic planning for WASH programming Identify best practices and integrate lessons learned Support national and local partners in designing realistic, high-impact interventions Ensure alignment between community needs, donor priorities, and organizational mandate Administrative and Financial Oversight In collaboration with senior leadership, the PMW will: Support proposal development and strategic fundraising Oversee budgeting and financial management Coordinate procurement and logistics for WASH activities Ensure compliance with procurement, administrative, and donor requirements Strong experience in log frame development, budgeting, and financial reporting is essential. External Coordination and Representation The Program Manager will represent IsraAID in: WASH coordination meetings Technical working groups Government and donor meetings The role also includes: Strengthening relationships with government departments, INGOs, CBOs, and private sector actors Ensuring non-duplication of services with other partners Identifying advocacy and research opportunities Required Qualifications and Experience Candidates must meet the following criteria: Education Bachelor’s degree in a relevant field such as: Civil Engineering Environmental Engineering Soil and Water Engineering Water Resources Management Public Health Master’s degree is an added advantage Professional Experience Minimum 5 years of progressive experience in program management At least 2 years in a senior management role Experience in conflict or post-conflict settings Proven success in proposal development Experience in: Log frame design Budget development and management Stakeholder coordination Financial oversight Strong knowledge of logistics, procurement management, and contract management is required. Required Skills Excellent organizational and coordination skills Strong analytical skills, including MEAL systems understanding Conflict resolution and negotiation skills Ability to multitask and work under pressure Fluency in English and Kiswahili The role requires a resilient professional capable of frequent field visits in Turkana County.
