The United Nations Population Fund (UNFPA) is currently recruiting for the position of Regional Monitoring, Evaluation and Learning (ME&L) Adviser based in Johannesburg, South Africa. Position Overview The Regional Monitoring, Evaluation and Learning Adviser provides strategic leadership for monitoring, evaluation, reporting, and knowledge management within the UNFPA regional office. The role focuses on strengthening results-based management and ensuring that regional and country programmes use evidence-driven decision-making to improve performance and impact. The adviser works closely with the Independent Evaluation Office, the Programme Division, and country offices to ensure that all evaluation processes follow UNFPA evaluation standards and policies. Key Responsibilities 1. Strategic Results Support The adviser will support the design and implementation of regional programmes by integrating evidence from past evaluations and research findings. Key responsibilities include: Supporting programme planning, monitoring, and reporting across regional and country offices Ensuring the development of strong results frameworks for programmes Leading annual work plans for regional evaluations Promoting results-based monitoring and data-driven decision-making Ensuring evaluation findings inform policy and programme improvements 2. Capacity Development Another major component of the role involves strengthening monitoring and evaluation capacity across the region. The adviser will: Conduct training workshops for country offices and partners Ensure staff understand UNFPA monitoring and evaluation policies Develop tools, guidance materials, and training manuals Coordinate regional monitoring and evaluation networks Identify and validate regional evaluation experts 3. Knowledge Management and Learning The role also supports knowledge generation and sharing across UNFPA programmes. Key responsibilities include: Developing regional knowledge management strategies Promoting the use of best practices and innovative evaluation methods Producing reports and publications based on programme evidence Strengthening collaboration between the regional office and country teams Establishing platforms for sharing monitoring and evaluation knowledge 4. Oversight of Evaluation Implementation The adviser will also oversee evaluation processes across regional and country offices. Responsibilities include: Supporting the development of evaluation plans and strategies Providing quality assurance for programme evaluations Reviewing evaluation reports and deliverables Supporting partnerships with evaluation networks and institutions Promoting the use of evaluation findings in decision-making Required Qualifications Education Applicants must have a Master’s degree in one of the following or related fields: Public Health Social Sciences Demography Gender Studies Economics International Relations International Development Public Administration Management Additional training in monitoring and evaluation is considered an advantage. Experience Candidates must demonstrate extensive professional experience, including: At least 10 years of experience in international development Minimum 5 years of international-level experience At least 5 years managing complex programme evaluations Experience leading regional or multi-country evaluation processes Experience working within the United Nations system or other multilateral organizations is highly desirable. Required Skills and Competencies Successful candidates should demonstrate: Strong analytical and research skills Expertise in Results-Based Management (RBM) Ability to synthesize complex programme data into strategic insights Strong communication and stakeholder engagement abilities Experience with monitoring and evaluation tools and data systems Technical skills in software such as SPSS, Stata, NVivo, Kobo Collect, Power BI, and MS Project are also beneficial. Familiarity with Artificial Intelligence tools for data analysis is considered an added advantage. Language Requirements Applicants must have fluency in English. Knowledge of other UN languages such as French or Spanish is desirable.
