Description

The Proposal Writer plays a critical role within the Business Development team, leading the development of high-quality proposals for consultancy projects across the humanitarian, development, and technology sectors. This fully remote, part-time role is ideal for a detail-oriented writer who combines strategic thinking with strong coordination skills and a deep understanding of donor and client requirements. The role focuses on responding to public tenders and consultancy opportunities, translating Terms of Reference (ToRs) into compelling, compliant, and well-structured technical proposals. The Proposal Writer works closely with both technical teams (including IT, development, and digital solutions specialists) and humanitarian experts (including Information Management and MEAL professionals) to ensure proposals are accurate, feasible, and competitive. Role Purpose The Proposal Writer is responsible for: Leading the end-to-end proposal development process for consultancy opportunities Producing clear, concise, and high-quality technical proposals aligned with client expectations Coordinating internal inputs across technical, humanitarian, and management teams Strengthening the organisation’s success rate in competitive public tenders This role requires strong organisational skills, the ability to manage multiple priorities, and a solid understanding of humanitarian consultancy services. Key Responsibilities Proposal Development The Proposal Writer leads the full proposal lifecycle, including: Identifying and responding to relevant consultancy opportunities and public tenders Analysing Terms of Reference to understand: Client objectives and priorities Technical and methodological requirements Evaluation criteria and compliance requirements Developing proposal work plans, timelines, and implementation approaches Drafting detailed technical proposals covering: Project scope and phases Methodologies and tools Deliverables and milestones Team composition and roles Ensuring proposals clearly articulate the organisation’s expertise, added value, and differentiators Tailoring each proposal to the specific client and context, avoiding generic or irrelevant content Collaboration and Coordination Strong coordination is central to the role, including: Working closely with technical teams (IT, development, digital solutions) to: Validate feasibility of proposed approaches Integrate technical inputs accurately Collaborating with humanitarian specialists (IM, MEAL, research) to: Align methodologies with sector best practice Reflect operational realities and ethical standards Coordinating with the Business Development Manager to: Assign proposal tasks and responsibilities Track progress against deadlines Organising and facilitating internal proposal development meetings Maintaining clear communication with potential clients during the proposal process Quality Assurance and Submission The Proposal Writer ensures all submissions meet high quality and compliance standards by: Reviewing proposals for: Clarity, coherence, and logical flow Alignment with ToRs and evaluation criteria Accuracy and consistency across sections Preparing and reviewing supporting documents, including: Annexes and team CVs Organisational profiles and references Financial offers and budget narratives, where required Managing proposal submissions via: Client portals Email submissions Public tender platforms Following up with clients to confirm receipt and request feedback Maintaining an organised proposal library, including: Templates and standard content Past submissions Proposal tracking records Required Skills and Experience Education and Professional Background The ideal candidate brings: A Bachelor’s degree in International Development, Communications, Business, or a related field A Master’s degree as an advantage Degrees or training in Information Management, IT, computer science, or related fields as a strong asset Previous experience in proposal writing within the humanitarian or consultancy sector Exposure to humanitarian, development, or technology-focused projects Technical and Professional Skills Key skills include: Excellent written and verbal communication skills in English Proficiency in French or Spanish highly desirable Strong attention to detail and ability to meet tight deadlines Proven experience coordinating across multidisciplinary teams Familiarity with consultancy services such as: Information Management MEAL and research Technology and digital solutions Experience using public tender platforms, including: ReliefWeb UNGM Coordination Sud Comfort using collaboration and design tools such as Google Suite, Canva, and Figma Working Environment and Benefits The organisation offers a flexible and supportive working environment, including: Fully remote work arrangements Flexible working hours Paid leave, depending on contract type Performance-based bonuses, where applicable Access to professional development and training opportunities Team-building activities and community engagement A day off to celebrate birthdays Benefits may vary depending on the type of contract.
