The Rwanda Center for Digital Public Infrastructure (DPI) is inviting applications for the position of Operations Manager based in Kigali, Rwanda. About the Rwanda DPI Center Established in 2025, the Rwanda DPI Center coordinates the design, demonstration, and implementation of foundational digital systems that support Rwanda’s digital transformation agenda. The Center’s portfolio includes: Instant payment systems Digital identity infrastructure Data exchange and consent frameworks Cross-border digital trade initiatives Sector-specific Digital Public Infrastructure projects The Center also serves as Africa’s Center of Excellence for Instant and Inclusive Payment Systems, working closely with governments, development partners, and leading global institutions. Position Overview Position: Operations Manager Location: Kigali, Rwanda Organization: Rwanda DPI Center – Rwanda Information Society Authority (RISA) Department: Operations and Administration Contract Type: Full-Time Reports To: Director, Rwanda DPI Center Key Responsibilities Operations and Administration The successful candidate will: Oversee day-to-day operational and administrative functions Develop and maintain operational procedures and documentation systems Coordinate office administration, facilities management, and logistics Manage operational readiness of the Center’s Demo Centre Maintain institutional records, contracts, and correspondence Procurement and Vendor Coordination Responsibilities include: Supporting procurement planning and implementation Managing vendor and consultant coordination Tracking procurement requests and contracts Monitoring operational timelines and dependencies Maintaining procurement and vendor documentation Financial and Operational Coordination The Operations Manager will: Support operational budget tracking and expenditure monitoring Coordinate resource allocation and operational planning Assist with financial and donor reporting requirements Ensure compliance with institutional policies and procedures Institutional Coordination Additional duties include: Coordinating workflows across programs and operational units Supporting governance meetings and partner engagements Assisting with staff and consultant onboarding Establishing knowledge management systems and operational continuity processes Eligibility Requirements Applicants should possess: A Bachelor’s degree in Business Administration, Operations Management, Project Management, Public Administration, Finance, or a related field Minimum 3–5 years of professional experience in operations management, administration, project coordination, or institutional support Experience managing procurement, logistics, vendor coordination, and administrative systems Strong organizational and stakeholder management skills Experience supporting budgeting and reporting processes Fluency in English Preferred Qualifications The following will be considered an advantage: Experience supporting donor-funded projects Experience with organizational scaling and institutional setup Knowledge of procurement systems and operational processes Experience in technology, digital transformation, or Digital Public Infrastructure environments Professional certifications in project management, procurement, or operations management Working knowledge of French or Kinyarwanda Why Join the Rwanda DPI Center?
