Save the Children International is currently seeking a Lead, Regional Investigations (ESA) to join its global team. This permanent, full-time position is crucial for ensuring the organization’s effective response to safeguarding and counter-fraud investigations in the East and Southern Africa (ESA) region. Job Overview The Lead for Regional Investigations will oversee and manage all safeguarding and counter-fraud investigations in ESA, ensuring that investigations are conducted in a timely, high-quality, and consistent manner. This role also involves strengthening regional investigation capacity and supporting country offices across the region to improve their readiness in dealing with high-risk cases. Job Title: Lead, Regional Investigations (ESA) Reports To: Global Head of Investigations Work Pattern: Hybrid/Remote with flexible working options Contract Length: Permanent Grade: M3 Location: East and Southern Africa (ESA) – Multiple approved locations within the region Time Zone: Must be available to work in the Europe, WCA, ESA, and MENAEE Time Zones (UTC/GMT ± 3 hours) International Travel: Up to 20% People Management Responsibility: Leading a small team and providing functional oversight across country offices Principal Responsibilities As the Lead for Regional Investigations, the incumbent will be responsible for managing and executing several critical tasks, including but not limited to: Investigative Leadership Field Investigations: Conduct on-site investigations in various country offices as required. This includes gathering evidence, interviewing witnesses, and ensuring thorough documentation of findings. Country Office Engagement: Serve as the main regional point of contact for country office leadership on safeguarding and counter-fraud issues, providing expert guidance on allegations, risk management, and investigations. Oversight and Continuous Improvement Regional Coordination: Regularly engage with country offices to provide updates on ongoing investigations, share insights, and discuss next steps. Strengthening Policies: Assist country offices in improving local safeguarding policies, fraud mitigation strategies, and investigation procedures. Feedback Loop: Develop structured feedback mechanisms to capture lessons learned and inform future investigation strategies and capacity-building efforts. Stakeholder Engagement Act as the primary liaison with external stakeholders such as regulatory bodies, legal entities, and partner organizations, representing Save the Children in relevant forums and legal proceedings. Training and Capacity Building Staff Development: Identify training needs across the region and deliver tailored programs on investigative processes, safeguarding, and ethical conduct. Mentorship: Provide ongoing mentoring to country office staff involved in investigations, fostering professional growth and improving investigative standards. Compliance and Documentation Regulatory Adherence: Ensure investigations comply with local, regional, and organizational legal frameworks. Documentation and Reporting: Maintain accurate records of all investigations and prepare detailed reports for the Global Head of Investigations. Risk Management Lead initiatives to raise awareness about reporting mechanisms, whistleblower protections, and safeguarding policies across the region. Required Qualifications and Skills Candidates for this role should possess a diverse set of skills and expertise, including the following: Essential Skills Leadership: Proven ability to lead and develop teams, particularly in high-risk environments, while fostering a culture of accountability and professionalism. Communication: Excellent written and verbal communication skills, with the ability to engage effectively with senior stakeholders and external partners. Analytical Skills: Strong ability to assess complex situations, devise appropriate investigative strategies, and guide teams in managing sensitive cases. Regulatory Knowledge: Deep understanding of local and regional laws related to investigations and safeguarding, ensuring full compliance with legal and policy frameworks. Cultural Competency: Ability to navigate diverse cultural contexts and apply inclusive, survivor-centered approaches during investigations. Desirable Qualifications Experience: Extensive experience in safeguarding, fraud investigations, or similar areas, with hands-on experience in conducting field investigations and evidence analysis. Stakeholder Management: Strong track record in liaising with external agencies, auditors, and legal bodies. Training Expertise: Experience in delivering training and mentoring staff on investigative techniques and safeguarding protocols. Education Essential: A Bachelor’s degree in a relevant field (Law, Criminology, Social Sciences, International Relations, etc.) or equivalent practical experience. Desirable: A Master’s degree or professional certification in investigations, safeguarding, or fraud detection (e.g., CFE, CIA).
