The Sawiris Foundation for Social Development is seeking a highly experienced Social Empowerment Director to lead its Social Empowerment sector. This senior leadership role sits within the Programs Directorate and carries full responsibility for strategy, planning, implementation, and oversight of all assigned social empowerment initiatives. The position plays a critical role in advancing the Foundation’s mission to reduce multidimensional poverty and strengthen sustainable social and economic development systems. The role requires a seasoned professional with extensive experience in development programming, strong leadership capacity, and a deep understanding of social protection, child protection, and basic services delivery within NGO and donor-funded environments. Organisational Structure and Reporting Line The Social Empowerment Director reports directly to the Programs Director and oversees a structured team across multiple programme areas. The reporting hierarchy includes: Programs Director Social Empowerment Director Child Protection Program Manager Basic Services Program Manager Social Protection Program Manager Principal, Senior, Officer, and Assistant-level staff The director is responsible for managing both direct and indirect reports, ensuring effective coordination, accountability, and performance across all units. Core Purpose of the Role The main objective of the Social Empowerment Director is to provide technical and strategic leadership across the sector. This includes controlling project schedules, budgets, and performance outcomes while ensuring alignment with the Foundation’s strategic vision and operational priorities. The role requires the ability to translate institutional goals into actionable programmes that deliver measurable social impact. Key Responsibilities and Strategic Functions The Social Empowerment Director is responsible for a broad set of strategic and operational duties that ensure effective programme delivery and institutional alignment. Strategic Planning and Programme Management Key responsibilities include: Developing and managing the social empowerment strategy and annual action plans Aligning programme design with the Foundation’s vision and strategic objectives Allocating and managing financial budgets for ongoing and new projects Establishing performance standards for monitoring and evaluation Identifying and implementing new evidence-based programmes Financial Oversight and Accountability The role includes significant financial responsibility, including: Overseeing proper disbursement and accounting of funds Collaborating with auditors and financial directors Ensuring budget compliance across all sector activities Approving travel requests and financial memos within budget guidelines The annual sector budget exceeds 100 million, representing a substantial portion of the Foundation’s overall resources. Monitoring, Evaluation, and Reporting The director is expected to ensure high levels of accountability through: Regular monitoring of programme performance Submission of quarterly and annual progress reports Collaboration with learning and strategy teams for evaluation processes Maintaining consistency in implementation across partner organisations Stakeholder Engagement and External Relations A major component of the role involves external engagement with key stakeholders, including: Government ministries such as Social Solidarity, Health, and Planning Local and international NGOs Private sector partners and donors Policy makers and international development institutions The director also represents the Foundation at national and international conferences and forums, strengthening its visibility and influence in development policy spaces. Leadership, Team Management, and Organisational Development The Social Empowerment Director is responsible for building and leading a high-performing team. This includes: Conducting staff performance evaluations and career development planning Recruiting and onboarding new employees in coordination with HR Coaching and supervising direct and indirect reports Promoting teamwork and cross-sector collaboration The role requires strong leadership skills and the ability to manage multidisciplinary teams operating across complex programme environments. Collaboration and Cross-Sector Integration The position requires close coordination with internal departments, including: Financial and economic sectors Communications teams Learning and strategy units Economic empowerment programmes The director is expected to ensure that social empowerment initiatives are integrated with broader organisational goals and contribute to holistic poverty reduction strategies. Work Environment and Scope of Authority The role operates in a hybrid environment, with approximately 80 percent office-based work and 20 percent field engagement. The working week is five days, with standard office hours from 9:00 am to 5:00 pm. The position holds significant authority, including: Decision-making on programme implementation Financial signing authority within approved budgets Responsibility for hiring, promotion, and performance management Oversight of large-scale programme budgets and strategic initiatives Required Qualifications and Experience Candidates must meet high-level academic and professional requirements, including: A Master’s degree (mandatory), preferably in political science, social services, development studies, or related fields A minimum of 15 years of professional experience in development or NGO environments Strong knowledge of social protection, poverty alleviation, and economic empowerment programmes Familiarity with NGO regulatory frameworks and donor-funded project management Additional requirements include: Strong strategic planning and analytical skills Advanced proficiency in Microsoft Office and data systems Fluency in Arabic and English Experience in stakeholder engagement and policy-level coordination Core Competencies and Values The Foundation emphasises both technical and behavioural competencies.
