Sightsavers is seeking an experienced Project Finance Officer to support the Digital Futures Programme based in Accra, Ghana. This is a full-time role offered on a 24-month fixed-term contract under local terms and conditions. The position plays a critical role in ensuring robust financial management, donor compliance and effective partner oversight, contributing directly to the successful delivery of programme objectives. Role Overview The Project Finance Officer will manage the day-to-day financial operations of the Digital Futures Programme. Working closely with programme teams, partners and internal finance functions, the role ensures that financial processes align with donor requirements, organisational policies and project goals. This is a highly varied position requiring strong analytical skills, attention to detail and the ability to work collaboratively in a complex international development environment. Key Responsibilities Donor Budget Management and Reporting The postholder will be responsible for maintaining accurate and up-to-date project budgets, ensuring all financial data is complete and managed in a timely manner. Key responsibilities include: Preparation and ongoing maintenance of the project budget Working with project teams to disseminate donor-related financial requirements to finance, logistics and partner staff Supporting partners to comply with donor rules and regulations Coordinating with project staff and partners to prepare and regularly update spending plans Financial Management The role involves comprehensive financial monitoring and reporting to ensure transparency, accountability and effective decision-making. Responsibilities include: Preparing monthly budget versus actual expenditure reports for the Programme Manager and relevant stakeholders Producing quarterly financial reports in line with institutional donor requirements, ensuring accuracy, completeness and timely submission Capturing and reviewing financial transactions in AMC on a monthly basis, ensuring correct coding and clear documentation Preparing and consolidating monthly invoices and expense projections Analysing variances between projected and actual expenditure and submitting adjustments as required Ensuring compliance with donor exchange rate policies, including monitoring multi-currency expenditure and conversion to GBP Partner Financial Reporting and Oversight Strong financial oversight of partners is a core element of the role. The Project Finance Officer will: Ensure partners submit financial reports using required internal and donor templates Review and coordinate the consolidation of partner financial reports Conduct quarterly financial monitoring visits to partner organisations Assess internal control systems and provide targeted capacity building in areas such as procurement, reporting and compliance Coordinate partner payment requests and provide ongoing financial advice aligned with donor regulations Follow up on recommendations from partner assessments to support continuous improvement Procurement Support The postholder will also support procurement processes in line with organisational and donor requirements, including: Identifying programme procurement needs in collaboration with the Programme Manager Supporting procurement preparation in coordination with the Central Procurement Team Sourcing and analysing quotations for review and approval Ensuring adherence to donor rules, Sightsavers’ Global Financial Framework and procurement policies Skills and Experience The successful candidate will hold a relevant professional accounting qualification and a bachelor’s degree in finance or accounting. They will bring proven experience in a similar role, ideally within an international non-governmental organisation, with a strong understanding of donor-funded programmes. Essential experience includes: Financial management within programme and project environments Grant and contract management for institutional donors and foundations Financial review and compliance involving public institutions and organisations of persons with disabilities Supporting programme teams and partners with budget preparation and proposals Additional desirable skills include: Logistics and procurement experience Familiarity with SUN and Standard Bank Online platforms Strong project financial management and data analysis capabilities Proficiency in IT tools, including Excel, MS Word, accounting systems and email platforms Ability to interpret and work confidently with budgets, forecasts and financial reports This role requires strong organisational skills, the ability to manage multiple priorities and a proactive approach to problem-solving.
