SPARK is inviting applications from experienced Monitoring, Evaluation and Learning (MEL) professionals for an exciting consultancy opportunity supporting a regional women’s entrepreneurship programme in Morocco and Tunisia. The international non-governmental organization is seeking a Monitoring, Evaluation and Learning (MEL) Advisor to lead the design and establishment of a comprehensive MEL system during the programme’s inception phase. This home-based consultancy offers experienced development professionals the opportunity to contribute to a high-impact initiative focused on strengthening women’s economic empowerment, entrepreneurship ecosystems, and institutional capacity across North Africa. The consultancy will run for approximately 60 to 75 working days between September and December 2026, with travel to Morocco and Tunisia required throughout the assignment. About SPARK SPARK is an international non-governmental organization committed to creating opportunities for young people living in fragile and conflict-affected regions through entrepreneurship development and higher education. The organization works with local partners to strengthen entrepreneurial ecosystems, improve institutional capacity, and support sustainable economic development that creates employment opportunities for vulnerable communities. Through partnerships with governments, educational institutions, private sector actors, and civil society organizations, SPARK helps young entrepreneurs develop the skills, knowledge, and resources needed to build resilient businesses and contribute to inclusive economic growth. About the Women’s Entrepreneurship Programme The consultancy forms part of a regional programme designed to strengthen women’s entrepreneurship across Morocco and Tunisia. SPARK is collaborating with selected in-country implementing partners (IPs) to deliver financial and technical support that addresses barriers preventing women from fully participating in economic activities. The programme focuses on building stronger, gender-responsive entrepreneurship ecosystems by equipping implementing partners with the tools and capacity required to deliver high-quality business development services. Key programme interventions include: Supporting women entrepreneurs through tailored business development services. Delivering financial literacy and business management training. Promoting digital skills development. Providing Mental Health and Psychosocial Support (MHPSS). Delivering soft skills and leadership training. Supporting climate-vulnerable and informal women entrepreneurs. Conducting community awareness and gender norm transformation initiatives. Promoting positive narratives around women’s economic participation. Establishing business networks that improve resilience, collaboration, and market opportunities. About the Consultancy Assignment The Monitoring, Evaluation and Learning Advisor will provide strategic leadership in designing a robust programme-wide MEL system that supports evidence-based decision-making, accountability, adaptive management, and donor reporting. The consultancy will be delivered in two key phases. The first phase focuses on designing the overall Monitoring, Evaluation and Learning framework by establishing programme indicators, monitoring methodologies, baseline approaches, learning systems, and data quality assurance procedures. The second phase involves working collaboratively with implementing partners to develop partner-specific MEL systems aligned with the broader programme framework while strengthening local ownership and institutional capacity. The consultant will work closely with SPARK programme teams, technical advisors, and local implementing organizations throughout the assignment. Key Responsibilities The selected consultant will undertake a broad range of strategic and technical responsibilities, including: Designing the programme-wide Monitoring, Evaluation and Learning Framework. Developing Results Measurement Frameworks aligned with the programme’s Theory of Change. Establishing programme indicators and measurement methodologies. Designing practical monitoring and reporting tools. Developing data collection systems and quality assurance procedures. Supporting the design and implementation of baseline studies. Facilitating participatory monitoring and learning processes with implementing partners. Creating adaptive management and continuous learning mechanisms. Supporting donor reporting and knowledge management. Building the MEL capacity of SPARK staff and implementing partners through coaching, guidance, and training. Promoting organizational learning and evidence-based decision-making across programme activities. Expected Consultancy Deliverables During the consultancy period, the successful candidate will deliver several important programme outputs, including: Inception Work Plan. Monitoring, Evaluation and Learning Framework. Results Measurement Framework. Indicator Reference Sheets. Baseline Methodology. Data Collection Toolkit. Data Quality Assurance Protocol. Programme Learning Agenda. MEL Capacity Building Package. Final Consultancy Report with recommendations and implementation guidance. Required Qualifications SPARK is seeking an accomplished Monitoring, Evaluation and Learning specialist with extensive international development experience. Applicants should possess: A Master’s degree in Monitoring and Evaluation, Development Studies, Economics, Statistics, Public Policy, Social Sciences, or a related discipline. At least 10 years of professional experience in Monitoring, Evaluation and Learning within international development programmes. Extensive experience designing MEL Frameworks and Results Measurement Frameworks. Proven experience supporting local NGOs through MEL system development and institutional capacity strengthening. Strong background in entrepreneurship, MSME development, private sector development, or economic inclusion programmes. Experience designing organizational capacity strengthening initiatives. Familiarity with donor-funded programmes, particularly those supported by the Dutch Ministry of Foreign Affairs, the European Union, or similar international development partners. Experience working in Morocco, Tunisia, or the wider North Africa region is highly desirable. Strong quantitative, qualitative, analytical, and research skills. Demonstrated expertise in adaptive management and evidence-based programme improvement. Excellent written and verbal English communication skills. Knowledge of French and/or Arabic will be considered a significant advantage.
