The University of the Western Cape through the Dullah Omar Institute is inviting applications from prospective postgraduate students for its 2027 academic intake in Multilevel Government and Local Government (Public Law). About the Programme: Multilevel Government and Public Law The postgraduate programmes focus on the structure and functioning of multilevel governance systems, including how power is distributed between national, provincial, and local governments. Key academic themes include: Design of multilevel states and constitutional systems Division of legislative and executive powers Fiscal decentralisation and public finance allocation Oversight and supervision of subnational governments Rule of law and democratic governance Intergovernmental relations and accountability The programmes combine public law, constitutional law, political science, public administration, and public finance, offering a multidisciplinary perspective on governance systems. Academic Environment and Faculty Expertise The programmes are delivered at the Dullah Omar Institute, a leading research centre in governance, human rights, and public law. Available Postgraduate Programmes (2027 Intake) Applicants may apply for one of the following academic tracks: Postgraduate Diploma in Public Law (Local Government focus) LL.M / M.Phil in Multilevel Government and Local Government PhD / LLD in Multilevel Government and Local Government Each programme is designed to build strong analytical, legal, and research skills applicable to governance and public sector careers. Career Pathways for Graduates Graduates of the programmes have progressed into influential positions across sectors, including: Judiciary and constitutional courts Legal advisory roles in government Municipal and provincial administration National government departments Academic and research institutions Civil society and governance organisations The programmes are widely recognised as a pathway into leadership roles in public law, governance reform, and policy development. Bursaries and Funding Opportunities Funding support is available through the National Research Foundation (NRF) via the South African Research Chair in Multilevel Government. Key Funding Information: NRF bursary application deadline: 21 June 2026 Final NRF online submission deadline: 03 July 2026 Minimum academic requirement: 65% average in previous degree Funding types: Full Cost of Study (FCS) Partial Cost of Study (PCS) Eligibility for Funding: FCS funding is available for: South African citizens or permanent residents Students with financial need (household income ≤ R350,000 per year) Students with disabilities Exceptional academic achievers PCS funding is available for: A limited percentage of international students Applicants meeting minimum academic requirements Funding is only available for full-time postgraduate students. Selection is highly competitive and based on academic merit and research potential.
