Organisation Overview TaRL Africa is an initiative hosted by Empower Learning Africa, a non-profit organisation headquartered in Nairobi, Kenya, with teams in Côte d’Ivoire, Nigeria, and Zambia. Established in 2019 through a partnership between Pratham and J-PAL, TaRL Africa focuses on strengthening education systems across Sub-Saharan Africa through the proven Teaching at the Right Level (TaRL) methodology.Its core mandate includes: Supporting governments and partners to improve foundational literacy and numeracy. Designing context-responsive program delivery models. Strengthening classroom practices through evidence-based approaches. Sharing learning across more than 16 African countries. To date, TaRL Africa and its partners have supported over five million children with improved learning opportunities. Role Summary The Regional Manager, Program Delivery and Training (PD&T), is responsible for advancing high-quality implementation of TaRL programs across Eastern and Southern Africa. Reporting to the Associate Director, the manager ensures the technical excellence of training and classroom delivery, supports country teams, and contributes to the strategic growth of TaRL Africa in new and existing geographies. The role requires strong expertise in literacy and numeracy instruction, team leadership, and systems strengthening. Key Responsibilities 1. Strengthening Program Delivery Expertise (25%) The manager supports the refinement and implementation of PD&T strategies by: Contributing to regional strategy formulation with the Associate Director. Developing a deep understanding of the TaRL model through: Training sessions Field visits Collaboration with Pratham and technical teams Providing insights that drive operational decision-making. Reviewing and improving program delivery practices. Developing adaptable program delivery guidelines for use by country and partner teams. 2. Team Management and Capacity Development (30%) The role provides strategic leadership and professional development support to PD&T staff by: Participating in the recruitment and placement of senior associates and coordinators. Managing and mentoring central PD&T team members. Offering indirect support to country-level PD&T teams. Conducting skills assessments to identify learning gaps. Designing structured professional development plans. Strengthening internal capacity on TaRL methodologies and innovations. Ensuring regional teams meet their OKRs in line with organisational goals. Supporting innovations such as bootcamps and fellowships by: Delivering partner and fellow training Providing mentorship to fellows 3. Adaptation and Support in New Geographies (25%) To ensure effective expansion into new regions, the manager: Supports contextualisation of training and program models. Participates in feasibility studies led by Monitoring, Measurement & Learning teams. Contributes to guidelines for program setup in new contexts. Co-develops delivery and training set-up plans that align with TaRL principles. Provides feedback to strengthen the quality and relevance of TaRL materials. Promotes data-informed program adjustments and reflective learning loops. 4. Training and Ongoing Technical Support (20%) The manager plays a central role in strengthening partners and country teams through: Leading and supporting training workshops on program delivery and training. Building strong working relationships with country teams and partner organisations. Providing continuous technical guidance and mentorship. Working with Country Directors/Leads to identify delivery gaps and improvement opportunities. Developing evidence-informed strategies to enhance program delivery and classroom methodology. Candidate Profile Minimum Qualifications Bachelor’s degree in Education, Social Sciences, Economics, Development Studies, or related fields. Basic proficiency in French and at least one African language. Required Skills and Competencies Experience delivering quality improvement programs in education. Minimum of five years’ experience in development programs within Africa. Familiarity with foundational literacy and numeracy instruction. Experience leading medium or large-scale education programs. Strong understanding of the TaRL approach and learning outcome improvement strategies. Knowledge of national or regional curriculum and assessment systems. Experience in program delivery, training, and capacity building. Demonstrated team leadership experience. Experience working collaboratively with government stakeholders.
