Its membership includes both advanced and developing economies, with 33 small states, many of which are particularly vulnerable to climate change and economic shocks. The Secretariat provides policy guidance, technical assistance, and advisory services to member governments, supporting sustainable, inclusive, and equitable development. Its work is guided by shared values and principles enshrined in the Commonwealth Charter, including democracy, peace, human rights, and respect for the rule of law. Climate Change and Ocean Directorate (CCO) The Climate Change and Ocean Directorate is one of the Commonwealth Secretariat’s three Programme Directorates. It delivers two key pillars of the Secretariat’s Strategic Plan: Sustainable and inclusive economic and social development Climate-resilient and low-carbon development to respond to climate and ocean emergencies A significant proportion of the Directorate’s work is consultancy- and advisory-based, delivered through a combination of in-house expertise and external specialists. The Directorate works closely with member governments to design and implement policy reforms, institutional strengthening initiatives, and investment frameworks. Energy and Natural Resources Section Within the CCO Directorate, the Energy and Natural Resources (ENR) Section is responsible for delivering Commonwealth strategic mandates relating to sustainable energy systems and responsible natural resource development. For more than 55 years, the Commonwealth Secretariat has provided independent economic, policy, and technical advice to governments in support of sound energy and natural resource governance. The ENR Section supports member countries to balance economic growth with environmental sustainability, social protection, and climate resilience, particularly in the context of the global energy transition. Role Overview Reporting to the Head of the Energy and Natural Resources Section, the Economic Adviser (Energy and Natural Resources) will provide high-level economic and technical advisory services to Commonwealth countries. The role supports governments to advance climate-resilient economic development, enhance energy security, reduce energy poverty, strengthen social and environmental safeguards, limit greenhouse gas emissions, and deliver a just and inclusive energy transition. The Economic Adviser will work both independently and as part of multidisciplinary teams on a diverse portfolio of advisory, reform, and investment-related projects across energy, mining, and climate finance. Key Areas of Engagement Current ENR projects and areas of work include: Governance reform of mining sectors, including deep seabed mining and critical minerals Economic analysis of oil, gas, and renewable energy sectors Revenue management frameworks, including sovereign wealth funds Emissions reduction strategies and carbon taxation Climate finance mechanisms and investment planning Energy transition strategies and low-carbon energy system implementation The role requires regular engagement with senior government officials, development partners, and international institutions, as well as frequent overseas travel. Core Responsibilities The Economic Adviser will be responsible for: Providing economic and policy advice to governments on energy and natural resource development Supporting climate-resilient and low-carbon economic strategies aligned with national priorities Leading and managing projects in energy, mining, and related sectors Conducting economic analysis to inform policy reform, investment decisions, and governance frameworks Advising on revenue management, fiscal regimes, and resource-related public financial management Contributing to multidisciplinary advisory missions and consultancy assignments Supporting reforms that strengthen social and environmental protections while promoting inclusive growth Engaging with high-level counterparts to support policy dialogue and implementation Qualifications and Experience To be considered for this position, candidates must meet the following requirements: Education Postgraduate degree in economics, business, or a closely related field Professional Experience Minimum of ten years’ experience at a senior level, including engagement with high-level counterparts At least five years’ experience leading and managing projects in energy, natural resources, or a related field Prior experience working in an international context, gained in: An international or intergovernmental organization A government ministry The private sector Technical and Professional Skills Strong analytical and economic advisory capabilities Experience in energy and extractives sector economics and policy Ability to work effectively in multidisciplinary and multicultural teams Proven capacity to engage credibly with senior government officials and stakeholders Eligibility and Conditions Applicants must be citizens of a Commonwealth country The position involves frequent international travel Employment is subject to the Commonwealth Secretariat’s terms and conditions of service Application Process Interested candidates should submit: A curriculum vitae A covering letter structured to address the key criteria in the person specification, including clear and relevant examples Supporting documents, including the job description, terms and conditions of service, and application guidelines, are available for download.
