Career Opportunity: ITU invites qualified professionals to join its roster as Full Stack Engineer Consultants to support infrastructure projects and digital toolsets within the Digital Networks & Environment Department. Organisational Context The Telecommunication Development Bureau (BDT) coordinates global ICT development initiatives, promoting universal, affordable, and secure connectivity. It operates across four functional departments: Operations Coordination (DDR) Projects, Partnerships & Digital Skills (PPS) Digital Networks & Environment (DNE) Digital Knowledge Society (DKS) The Digital Networks & Environment Department (DNE) assists Member States—particularly G77 countries—in addressing connectivity gaps, broadband evolution, cybersecurity, emergency telecommunications, and climate-related ICT challenges. Role Overview Under the guidance of the Head of the Future Networks & Spectrum Management (FNS) Division, the consultant will support the development and scaling of secure, web-based infrastructure applications. The role focuses on building full-stack systems with embedded security at every layer, ensuring secure handling of user datasets, compliance standards, and auditable controls. Key Responsibilities The consultant will: Develop and maintain secure frontend and backend features Build scalable FastAPI services for data ingestion and transformation Design secure Python-based workflows and Databricks pipelines Implement API authentication and secure session handling Prevent common cybersecurity vulnerabilities Design robust access controls and abuse prevention systems Harden cloud compute environments and data pipelines Manage user roles and service-level permissions Strengthen CI/CD pipelines with automated testing and security scanning Integrate logging, monitoring, and alerting mechanisms Expected Deliverables Production-ready frontend and backend systems Documented APIs with authentication and authorization layers Secure data ingestion and processing workflows Automated testing frameworks with security validation Integrated monitoring and alerting systems Comprehensive technical documentation for code and workflows Core Competencies The ideal candidate demonstrates: Advanced proficiency in Python for data engineering and machine learning Expertise in SQL and NoSQL databases (PostgreSQL, MongoDB) Experience with FastAPI, JavaScript, and TypeScript Strong understanding of ETL processes and Databricks workflows Knowledge of OAuth2, OIDC, JWT, and role-based access control Experience with AWS and cloud-native architectures Familiarity with Docker, Kubernetes, and DevOps practices CI/CD experience (GitHub, Azure DevOps or similar) Knowledge of big data platforms (Spark, Hadoop, Kafka) Experience with data visualization and geospatial tools Ability to communicate complex technical insights effectively Qualifications Education: Advanced university degree in computer science, data engineering, telecommunications, or a related discipline Equivalent advanced diploma qualifications may be considered Experience: Minimum five years of professional experience designing and implementing automated data pipelines Technical expertise in Python, SQL, Git, PostgreSQL Experience with Azure, AWS, Docker, Kubernetes, Apache Airflow Proven frontend and backend development experience Strong understanding of secure API design and cloud security practices Languages: Advanced English required Knowledge of another UN official language (Arabic, Chinese, French, Russian, Spanish) is advantageous Remuneration Daily compensation ranges between USD 230 and USD 420, depending on experience and assignment complexity.
