The Norwegian Refugee Council (NRC) is seeking a highly experienced Digital Programme Development Manager (PDM) to lead and expand digital technology-enabled programming for its Sudan operations. This remote position, hosted by any NRC office, plays a strategic leadership role in strengthening digital innovation across humanitarian interventions. NRC Sudan aims to integrate scalable, technology-driven solutions that enhance access to information, accountability, connectivity, and digital cash assistance for conflict- and displacement-affected populations. The Digital PDM will guide this transformation by embedding digital culture, strengthening staff capacity, and advancing responsible data practices. Role Purpose The Digital Programme Development Manager will lead an evolving digital portfolio focused on: Expanding communications and connectivity solutions Scaling e-cash and digital assistance mechanisms Strengthening information management systems Promoting accountability to affected populations The position reports to the Head of Programme Support and collaborates closely with Core Competency Specialists, Programme Development Managers, Area Managers, the Cash and Voucher Assistance Adviser, and Monitoring & Evaluation (M&E) teams. Strategic Responsibilities The role carries both strategic and operational oversight to institutionalise digital programming across NRC Sudan. Key strategic functions include: Ensuring compliance with NRC regional and country strategies, policies, and Safe and Inclusive Programming standards Developing and implementing a comprehensive Digital Programme Strategy Designing technical guidelines, SOPs, training materials, and results frameworks Identifying innovative opportunities for integrated digital programming across sectors Supporting strategic ICT integration into mission-wide project proposals The Digital PDM will also explore and promote new digital initiatives, including: Geographic Information Systems (GIS) integration Digital case management systems AI-powered communication tools Emergency digital transformation pilots Programme Management and Technical Oversight The position requires strong programme leadership and financial management capabilities. Responsibilities include: Managing the digital portfolio budget and ensuring appropriate burn rates Coordinating project implementation in line with donor requirements Overseeing digital beneficiary databases such as NRC CORE Supporting mobile money pilots and digital cash registration systems Advancing digitalisation in ICLA, Camp Management, WASH, Education, and Emergency Response programmes The manager will ensure digital tools enhance operational efficiency and accountability mechanisms, including complaints and feedback systems. Monitoring, Evaluation and Learning The Digital PDM will work closely with the M&E team to strengthen evidence-based programming through: Enhancing remote data collection systems Developing theory of change frameworks and macro log frames Monitoring digital programme reach and performance using NRC systems such as GORS and Agresso Documenting best practices and lessons learned for donor reporting and sector-wide learning Data protection and responsible data sharing will be central to this role. The manager will support the development of Data Sharing Agreements and promote adherence to privacy and security standards. Coordination and Representation As a senior digital focal point, the Digital PDM will represent NRC Sudan in relevant coordination forums and advocate for broader adoption of digital solutions in humanitarian response strategies. Key coordination tasks include: Liaising with UN agencies, INGOs, local authorities, and beneficiaries Building partnerships with mobile network operators and digital service providers Supporting research, innovation, and resource mobilisation initiatives The role demands strong stakeholder engagement skills and the ability to align private sector innovation with humanitarian objectives. Required Qualifications and Experience NRC seeks a candidate with substantial expertise in digital programming within humanitarian contexts. Minimum requirements include: At least six years of experience in humanitarian digital programming, mobile money, information management, or data science Minimum three years in project management roles Bachelor’s degree in Information Technology, Information Management, Computer Science, or related field Experience implementing digital solutions within emergency programme cycles Familiarity with Service Design, Design Thinking, or Human-Centred Design methodologies Proven leadership and documented results in similar roles Fluency in English (written and spoken) Preferred experience includes: Knowledge of African humanitarian and political contexts Experience working with mobile network operators or AI chatbots Familiarity with platforms such as Red Rose, LMMS, MasterCard Aid Network, ODK, Twilio, and Telerivet Understanding of CRMs and communication APIs Strong facilitation and capacity-building skills Employment Details Duty Station: Remote (hosted by any NRC office) Contract Type: Fixed-term, renewable subject to funding and performance Travel Requirement: 10–15% Contract Grade: Grade 9 national contract Application Deadline: 13 February 2026 Applicants must have the legal right to work in their country of residence, as NRC does not sponsor visas or work permits.
