The United Nations is inviting applications for the position of Associate Finance and Budget Officer (P-2), based in New York, within the Department of Management Strategy, Policy and Compliance (DMSPC). This entry-level professional role offers an opportunity to contribute to the effective financial stewardship of voluntary contributions and trust funds that support UN operations worldwide. Organisational Context The position is located in the Trust Funds Management Section of the Office of Programme Planning, Finance and Budget (OPPFB). This section is responsible for the financial management of voluntary contributions and programme support funds, providing global financial oversight and support to UN offices across multiple duty stations. The Trust Funds Management Section prepares: IPSAS-compliant financial statements Certified donor financial reports Managerial and analytical reports related to trust funds In addition, the section monitors voluntary contribution cash flows and supports inter-agency financial processes, including the UNDP Service Clearing Account and funding arrangements with Implementing Partners. The Associate Finance and Budget Officer typically reports to the Head of Unit or a Section Chief. Role Overview Within delegated authority, the Associate Finance and Budget Officer supports budget administration, accounting operations, and financial reporting. The role requires strong analytical capacity, attention to detail, and adherence to UN financial regulations and internal controls. The post holder contributes to both budgetary and financial functions, ensuring transparency, compliance, and effective use of resources in line with intergovernmental mandates and donor requirements. Key Responsibilities Budget Administration The Associate Finance and Budget Officer supports the full budget cycle through the following activities: Preparing allotments and appropriations, including redeployment of funds where required Monitoring budget implementation and recommending reallocations as necessary Ensuring expenditures remain within approved and authorized levels Reviewing requisitions for goods and services to confirm correct budget classification and fund availability Administering extra-budgetary resources, including review of agreements and cost plans Assisting with the preparation and finalization of budget performance reports, including variance analysis Providing substantive support to intergovernmental and expert bodies Finance and Accounting The role includes responsibility for a wide range of accounting and financial control functions, including: Reviewing, approving, reconciling, and processing accounting transactions on a recurring basis Confirming that obligations and expenditures comply with UN Financial Regulations and Rules Reviewing and analyzing suspense accounts and preparing adjusting entries prior to financial statement preparation Issuing and controlling petty cash funds in line with UN policies Assisting in the preparation of monthly cash-flow statements for multiple accounts Reviewing financial reports from offices away from headquarters and peacekeeping missions to identify anomalies or unusual trends and initiating corrective actions Supporting the preparation and review of financial statements and donor reports Ensuring accurate accounting records, reporting systems, and internal controls are maintained Coordinating with systems units on the installation, administration, and maintenance of accounting systems Researching and analyzing information required to respond to audit findings General Duties In addition to core finance functions, the Associate Finance and Budget Officer is expected to: Remain up to date on financial regulations, policies, and professional accounting standards Monitor intergovernmental decisions and guidance related to programme and peacekeeping budgets Ensure compliance with UN policies, procedures, and reporting requirements Perform other related duties as assigned Competencies The successful candidate will demonstrate the following core competencies: Professionalism Strong knowledge of accounting principles, procedures, and standards Ability to conduct independent analysis and develop sound conclusions and recommendations Commitment to quality, deadlines, and results Ability to remain composed under pressure Demonstrated commitment to gender equality and inclusion Teamwork Ability to collaborate effectively with colleagues across units Willingness to learn from others and value diverse perspectives Commitment to shared goals and collective accountability Planning and Organising Strong prioritisation and time management skills Ability to anticipate risks and adjust plans accordingly Efficient use of resources to achieve objectives Languages and Assessment Fluency in English is required for this position.
