UN Women is currently seeking a highly experienced Gender in Climate Change and Environmental Senior Expert to join its global consultancy pool under a home-based, international retainer contract. The organization plays a central role in coordinating gender mainstreaming efforts across UN agencies and supporting Member States in implementing gender commitments. In the Asia-Pacific region, UN Women delivers programs across 41 countries, collaborating with governments, civil society, and development partners. Its work aligns with major global frameworks such as the Paris Agreement, the Sendai Framework for Disaster Risk Reduction, and the 2030 Agenda for Sustainable Development. Role Overview and Consultancy Objective The primary objective of this consultancy is to provide strategic and technical advisory support to strengthen gender-responsive climate and environmental governance. The selected expert will support the implementation of global and regional commitments, including Nationally Determined Contributions (NDC 3.0) and the UNFCCC Gender Action Plan (2025–2035). The consultant will contribute to: Advancing women’s leadership in climate policy and governance Strengthening institutional capacity for gender-responsive climate action Supporting regional coordination across stakeholders Enhancing UN Women’s engagement in global climate negotiations Generating policy-relevant research and tools This role is particularly suited for professionals experienced in translating policy commitments into actionable and scalable programs. Key Responsibilities and Scope of Work The consultant will operate under the guidance of UN Women’s regional leadership and contribute across several strategic areas: Normative and Policy Support Provide technical expertise to integrate gender equality into climate frameworks Support governments in developing and implementing gender-responsive policies such as NDCs and National Adaptation Plans Produce analytical reports, policy briefs, and technical guidance Advise on climate finance, governance systems, and environmental strategies Regional Coordination and Stakeholder Engagement Facilitate collaboration across UN agencies and regional bodies Lead policy dialogues, consultations, and knowledge-sharing platforms Strengthen partnerships with governments and civil society Support to Global Climate Processes Provide strategic input into UNFCCC negotiations and related processes Develop briefing materials and technical documents for climate conferences Support engagement in global forums, including Conferences of the Parties (COPs) Analyze policy outcomes and recommend follow-up actions Knowledge Management and Capacity Building Develop knowledge products, case studies, and technical tools Design and deliver training programs on gender-responsive climate governance Promote learning and cross-country exchange of best practices Consultancy Structure and Working Conditions This is a home-based consultancy with a duration of one year under a retainer agreement. The consultant will be engaged on an as-needed basis through specific work assignments. Required Qualifications and Experience Candidates must demonstrate extensive experience and strong technical expertise in climate and gender policy. Education Master’s degree in Climate Change, Gender Studies, Environmental Policy, Public Policy, Sustainable Development, or a related field A bachelor’s degree with additional experience may be considered Professional Experience At least 10 years of relevant experience in climate change, environmental governance, or disaster risk reduction Proven track record in integrating gender equality into policy and programs Experience advising governments or international organizations Familiarity with UNFCCC processes and climate negotiations Strong background in capacity building and stakeholder engagement Skills and Competencies Advanced analytical and strategic thinking skills Strong communication and negotiation abilities Expertise in program design and policy implementation Ability to work across complex, multi-stakeholder environments Language Requirements Fluency in English is required Knowledge of additional UN or regional languages is an advantage Why This Opportunity Matters This consultancy offers a unique opportunity to influence global climate policy while advancing gender equality.
