UN Women is seeking a Gender in Climate Change and Environmental Expert to join its Regional Office for Asia and the Pacific as an International Retainer Consultant. This is a part-time, home-based consultancy with an initial contract duration of one year, offering flexible, on-call engagement to support gender-responsive climate and environmental governance across the region. This opportunity is well suited for senior experts with strong experience at the intersection of gender equality, climate change, disaster risk reduction (DRR), and environmental policy. About UN Women’s Climate and Environment Work UN Women leads and coordinates the United Nations system’s efforts to advance gender equality and women’s empowerment across development, humanitarian action, peace, and security. In Asia and the Pacific, UN Women operates in 41 countries, working closely with governments, civil society, the private sector, and UN partners. At the global level, frameworks such as the Paris Agreement, the Sendai Framework, and the 2030 Agenda for Sustainable Development underscore the importance of gender-responsive approaches to climate change and disaster risk reduction. These commitments have been reinforced by recent developments, including NDC 3.0 submissions, the adoption of the UNFCCC Gender Action Plan (2025–2035), and UN Women’s Climate and Environment Strategy, launched at COP30. Within the region, UN Women supports countries such as Bangladesh, Cambodia, China, India, Indonesia, the Philippines, Viet Nam, and Pacific Island states through initiatives including EmPower: Women for Climate-Resilient Societies in Asia and the Pacific (2023–2027). Consultancy Objective The objective of this consultancy is to provide high-quality, on-demand technical advisory support to strengthen gender-responsive climate, disaster risk reduction, and environmental governance in Asia and the Pacific. Through normative guidance, policy advice, coordination support, and knowledge generation, the consultant will help governments and institutions translate global gender and climate commitments into actionable, well-implemented policies and investments. Scope of Work and Key Responsibilities The consultant will be engaged on an on-call retainer basis, with assignments defined through individual work orders. Responsibilities may include: Normative and Policy Support Integrating gender equality into regional and national climate frameworks Supporting governments in implementing gender commitments within NDC 3.0, NAPs, LTS, and just transition strategies Developing policy briefs, analytical notes, gender assessments, and technical guidance on climate finance, MRV systems, loss and damage, technology transfer, and nature-based solutions Supporting institutional strengthening, budgeting, costing, and gender-responsive investment planning Regional Coordination and Partnerships Supporting UN Women’s coordination role across UN system entities and regional mechanisms Facilitating regional policy dialogues, consultations, and cross-country learning exchanges Support to UNFCCC and Global Climate Processes Preparing technical analysis, briefing notes, and talking points for UNFCCC negotiations and COP processes Supporting UN Women’s engagement in Rio Conventions and intergovernmental climate dialogues Producing post-negotiation analysis and follow-up recommendations for Asia-Pacific stakeholders Knowledge Management and Capacity Development Developing knowledge products, case studies, and technical tools Designing and delivering trainings, workshops, and coaching on gender-responsive climate governance and finance Documenting lessons learned and good practices to support regional learning and accountability Contract Modality and Travel Workplace: Home-based Contract Type: International Retainer Consultancy Duration: 1 year Work Modality: On-call (no guaranteed volume of work) Travel within the Asia-Pacific region may be required for specific assignments and will be arranged in line with UN Women’s travel policy. Required Qualifications Education Master’s degree in Gender and Development, Climate Change, Environmental Policy, Sustainable Development, Public Policy, or a related field A first-level university degree with two additional years of experience may be accepted Experience Minimum 7 years of professional experience in climate change, environmental governance, or DRR with strong gender integration Demonstrated experience advising governments or regional institutions on gender-responsive climate policy Experience engaging with UNFCCC processes and COP negotiations is a strong asset Proven capacity-building and training experience Experience working with UN agencies or international organizations is an advantage Languages Fluency in English is required Knowledge of other UN or Asia-Pacific languages is an asset Application Details Job ID: 31641 Posting Date: 3 February 2026 Application Deadline: 11 February 2026 This consultancy offers a unique opportunity to shape gender-responsive climate action at both regional and global levels—while working flexibly and contributing expertise where it matters most.
