UN Women Evaluation Consultant Home-Based International Consultancy (6 Months) Strengthening Accountability, Learning, and Gender Equality Through Evaluation UN Women is inviting applications for an Evaluation Consultant (Home-Based) to support the work of its Independent Evaluation Service (IES). This international consultancy offers an opportunity to contribute to high-quality, gender-responsive evaluations that strengthen accountability, learning, and evidence-based decision-making across the UN Women system. Application Deadline: 22 January 2026 Location: Home-based (with availability during New York working hours) Contract Duration: 6 months (full-time) About UN Women and the Independent Evaluation Service UN Women, grounded in the vision of equality enshrined in the United Nations Charter, works globally to eliminate discrimination against women and girls, promote women’s empowerment, and achieve gender equality across development, humanitarian action, peace, and security. Evaluation plays a critical role in advancing UN Women’s mandate. Through rigorous and independent evaluation, UN Women strengthens organizational accountability, informs strategic and operational decision-making, and promotes learning on what works to achieve gender equality and women’s empowerment. The Independent Evaluation Service (IES), part of the Independent Evaluation, Audit and Investigation Services (IEAIS), leads corporate and thematic evaluations in line with UN Women’s Evaluation Policy and United Nations Evaluation Group (UNEG) Norms and Standards. The Evaluation Consultant will work under the supervision of the Chief of Evaluation and support the implementation of UN Women’s corporate evaluation plan. Purpose of the Consultancy The Evaluation Consultant will contribute to the design, implementation, synthesis, and use of evaluations across UN Women’s global portfolio. The role supports evidence generation, learning, and knowledge management to enhance UN Women’s effectiveness and impact. The consultant will collaborate closely with evaluation specialists, thematic experts, and other consultants to ensure evaluations are credible, impartial, high-quality, and useful for stakeholders at country, regional, and global levels. Key Duties and Responsibilities Evaluation Design, Implementation, and Quality Assurance The consultant will: Contribute to ongoing IES-led evaluations, syntheses, and rapid assessments Support evaluations conducted by UN Women staff and external consultants Apply quantitative and qualitative evaluation methods, including impact evaluation and contribution analysis Ensure compliance with UNEG Norms and Standards, ethical guidelines, and UN Women Evaluation Policy Conduct technical reviews and quality assurance of evaluation reports using the GERAAS framework Prepare evaluation reports, briefs, and summaries for internal and external stakeholders Knowledge Management and Evaluation Use The consultant will support learning and use of evaluation findings by: Contributing to the evaluation dissemination and knowledge management strategy Developing knowledge products and learning materials Supporting evaluation use and satisfaction surveys Preparing presentations and facilitating learning events, workshops, and meetings Sharing evaluative knowledge across UN Women platforms and communities of practice Advising programme and project managers on using evaluation findings to improve design and implementation Methodological and Corporate Support Additional responsibilities include: Contributing to the development and review of evaluation methodologies, tools, and guidelines Supporting institutional learning and evaluation capacity strengthening Undertaking additional corporate tasks as assigned by the supervisor Collaborating remotely with IES staff and partners during New York working hours Performance Expectations The consultancy will be assessed based on: Timely completion of evaluations meeting high professional and ethical standards Credible, independent, and actionable evaluation findings Effective support to UN Women stakeholders Evidence of evaluation recommendations influencing programme design and results Strong collaboration with UN agencies and partners Required Qualifications and Experience Education Master’s degree in evaluation, social sciences, or a field related to gender equality and women’s empowerment A first-level university degree with two additional years of relevant experience may be accepted Experience Minimum 5 years of professional experience in evaluation Demonstrated experience leading or contributing to evaluations Strong background in gender equality, human rights, and social development Experience in development, humanitarian, or normative contexts Experience in international or complex organizations is an asset Knowledge management and evaluation use experience is an advantage Languages Fluency in English required Knowledge of another UN official language (French, Arabic, Spanish, Chinese, or Russian) is desirable Core Competencies and Values UN Women seeks consultants who demonstrate: Integrity, professionalism, and respect for diversity Strong sensitivity to gender equality and human rights Analytical and critical thinking skills Excellent written and verbal communication Ability to synthesize complex information clearly Collaborative and inclusive working style Why This Opportunity Matters This consultancy offers a unique opportunity to contribute directly to global gender equality efforts by strengthening the evidence base that informs UN Women’s work.
