Location: Nairobi, Kenya Grade: P2 Contract Type: Fixed Term (1 year, renewable) Practice Area: Governance Eligibility: Dutch nationals only (JPO Scheme) The UNAIDS is recruiting a Junior Professional Officer (JPO) – Programme Officer (Equitable Financing) under the JPO scheme sponsored by the Government of the Netherlands. The position is based in Nairobi, Kenya and is open exclusively to nationals of the Netherlands. This fixed-term appointment offers a one-year contract, with the possibility of extension, and provides a unique opportunity to contribute to the global HIV response within a leading UN entity. The role forms part of the Equitable Financing Practice, which supports sustainable financing solutions for the HIV response globally. About UNAIDS UNAIDS leads the global effort to end AIDS as a public health threat by 2030. The organization works to: Maximize equitable access to HIV services Remove systemic barriers to HIV outcomes Integrate HIV responses into broader health and social protection systems Address inequalities through sustainable development approaches UNAIDS operates within the framework of the Sustainable Development Goals (SDGs), emphasizing equity, inclusion, and human rights. Role Purpose Reporting to the Adviser, HIV Financing Policy, the JPO will contribute to the development of: Country-specific sustainability roadmaps Transformation plans Financing strategies that strengthen long-term HIV response systems The position supports evidence-based policymaking and promotes equitable, sustainable financing models across regions. Key Responsibilities Sustainability of the HIV Response Coordinate country support requests and act as primary liaison for stakeholders Develop progress reports highlighting achievements and strategic challenges Conduct regional analyses on integration and sustainability efforts Apply global benchmarks and indicators to assess financing gaps Provide strategic recommendations to strengthen domestic system integration Capacity Building & Knowledge Management Support and deliver capacity-building initiatives Contribute to communities of practice and peer learning platforms Design and develop knowledge products influencing global and national policy Strengthen knowledge infrastructure and learning systems Contribute analytical insights to reports and publications The JPO will also proactively identify emerging financing innovations, including domestic revenue mobilization, debt instruments, and private-sector engagement strategies. Learning & Development Upon completion, the JPO is expected to demonstrate: Strong understanding of UNAIDS’ mission and global HIV architecture In-depth knowledge of health financing dynamics across regions Expertise in economic analysis methodologies in global health Understanding of international social development policy frameworks The programme includes structured supervision, mentorship, performance evaluations, and networking opportunities within the UN system. Additionally, the position includes a Duty Travel and Training Allowance (DTTA) of USD 4,000 per year for professional development. Required Qualifications Education Master’s degree in Economics, Public Health, or related field Postgraduate training in Health Economics is an asset Exceptional candidates with a Bachelor’s degree and 4 years of relevant experience may be considered Experience Minimum 2 years of relevant professional experience Experience in quantitative data analysis Desirable: Implementation science within health systems UN system experience must not exceed one year Languages Advanced English (required) Additional UN language (desirable) Eligibility Criteria Must be a national of the Netherlands Maximum age: 32 years (as of 31 December of the application year) Core Competencies The ideal candidate demonstrates: Strong analytical and policy-writing skills Knowledge of the global HIV pandemic Advanced quantitative research and data management expertise Understanding of UN institutional frameworks Application Requirements Applicants must submit: Motivation letter in English Copy of passport Copies of academic degrees Applications are processed under the JPO framework coordinated through the Netherlands sponsorship programme.
