The United Nations Development Programme (UNDP) Uganda has announced a procurement opportunity for a National Individual Consultant to conduct a policy gap assessment and develop Terms of Reference (ToR) for a consultancy firm specialising in integrated waste management. The assignment is being offered under an Individual Contractor procurement process and aims to support improved environmental governance through an assessment of existing policies, frameworks, and institutional arrangements related to waste management in Uganda. Assignment Overview and Objectives The selected National Individual Consultant will be responsible for reviewing current waste management policies, identifying existing gaps, and preparing a comprehensive Terms of Reference document to guide the recruitment of a specialised consultancy firm. The assessment will contribute to strengthening integrated waste management approaches by examining policy effectiveness, implementation challenges, regulatory frameworks, and opportunities for improved coordination among relevant stakeholders. The consultancy assignment is expected to last 15 working days, spread over a two-month period. The consultant will work under the UNDP Uganda office and provide professional recommendations that support sustainable waste management solutions. Procurement Details The procurement notice was published on 25 September 2026, with the submission deadline set for 6 October 2026 at 11:00 AM New York time. The procurement reference number is UNDP-UGA-00590, and the process is managed through the UNDP Quantum Supplier Portal. Interested individual consultants must submit their proposals directly through the supplier portal using their registered supplier profiles. Applicants who do not already have a profile must complete supplier registration according to UNDP guidelines. Submission Requirements and Portal Guidelines Applicants are required to ensure that all information submitted through the UNDP Quantum system is accurate and consistent. The name registered in the supplier portal must match exactly with the name appearing on all supporting documents, including technical proposals, financial offers, and legal documentation. Submissions may be rejected if: A company profile is used for an Individual Contractor application. An individual contractor submits documents under a company name. Incorrect supplier credentials are used. The proposal is submitted outside the official Quantum procurement system. Vendor information is inconsistent across submitted documents. Each individual contractor or legal entity must maintain a separate and accurate supplier profile. Organisations operating both as companies and individual consultants must create separate profiles using different email addresses. For joint venture applications, a supplier profile should only be created if the joint venture is legally registered as an independent entity. Otherwise, the lead organisation must submit the application. Clarification and Communication Process All requests for clarification must be submitted through the messaging function available within the UNDP Quantum Supplier Portal. UNDP will provide written responses to queries while protecting the identity of the requesting party. Potential applicants are encouraged to create a draft response in the portal before final submission. This allows the system to send notifications regarding any amendments or updates to procurement requirements. Equal Opportunity Commitment UNDP promotes equal opportunities and encourages applications from qualified professionals regardless of gender, age, or disability status. Women, young professionals, and persons with disabilities are particularly encouraged to apply. The organisation remains committed to transparent, inclusive, and accountable procurement practices that support sustainable development goals and local capacity strengthening. Fraud Prevention and Ethical Procurement UNDP maintains a zero-tolerance policy towards fraud and corruption. The organisation does not charge any fees at any stage of its procurement processes. Applicants, vendors, contractors, partners, and UNDP personnel are expected to uphold the highest standards of integrity and ethical conduct throughout procurement and contract implementation processes. Application and Contact Information Interested consultants must submit their proposals through the UNDP Quantum Supplier Portal before the stated deadline. For procurement-related inquiries, applicants may contact the UNDP Uganda Procurement Unit through the official procurement communication channels provided in the notice. This consultancy opportunity provides an important platform for supporting Uganda’s transition towards stronger integrated waste management systems, improved environmental policies, and sustainable development outcomes.
