UNFPA is establishing a global roster of highly qualified Emergency Procurement Officers who can be rapidly deployed to humanitarian crises worldwide. The roster aims to strengthen UNFPA’s ability to deliver essential supplies and services efficiently during emergencies, ensuring that affected populations receive timely and life-saving support. Selected professionals will have the opportunity to contribute directly to urgent humanitarian operations and make a meaningful impact on the lives of women, girls and vulnerable communities. About UNFPA UNFPA is the United Nations agency dedicated to sexual and reproductive health and rights. The organisation envisions a world where every pregnancy is wanted, every childbirth is safe and every young person can realise their full potential. Working in over 150 countries, UNFPA promotes gender equality, supports access to reproductive health services and leads global efforts to eliminate harmful practices such as female genital mutilation and child marriage. UNFPA’s humanitarian mandate prioritises protection and dignity during crises, ensuring that women and girls have access to essential health services, protection mechanisms and reproductive rights. By joining the Emergency Procurement Surge Roster, professionals contribute to the organisation’s broader goal of ending unmet need for family planning, preventing maternal deaths and eliminating gender-based violence by 2030. What the Roster Offers The Emergency Procurement Surge Roster provides an opportunity for experienced procurement professionals to support UNFPA’s emergency response missions across the globe. Deployments typically range from three to six months and are tailored to the needs of specific crises. Roster members utilise their technical expertise to ensure efficient procurement of goods and services essential for humanitarian operations. This includes the rapid delivery of reproductive health supplies, dignity kits, medical equipment and other critical items that support crisis-affected populations. Key Responsibilities Upon Deployment Procurement Officers on the surge roster may be deployed to various humanitarian settings and will undertake the following responsibilities: Strategic ProcurementThey will develop and implement procurement plans aligned with consolidated supply strategies and emergency response frameworks. This includes ensuring adherence to UNFPA’s procurement regulations and addressing the urgent needs of affected communities. Tender ManagementOfficers will lead and manage tender processes, including preparing solicitation documents, conducting bid evaluations and awarding contracts. All steps must follow principles of transparency, fairness and regulatory compliance. Supplier Relationship ManagementThe role involves establishing and nurturing strong relationships with suppliers, negotiating favourable terms and monitoring contract performance to guarantee the timely delivery of high-quality goods and services. Interagency CoordinationProcurement Officers will work closely with UN partners to harmonise procurement practices, strengthen coordination and leverage economies of scale. The focus is on improving speed, efficiency and collective response effectiveness. Market Research and AnalysisOfficers will conduct market assessments to identify new suppliers, analyse pricing trends and ensure that procurement processes maximise value for money. Logistics CollaborationThe position requires close cooperation with logistics teams to ensure that procured items move smoothly through the supply chain—from acquisition to final distribution. Capacity BuildingOfficers may mentor national procurement staff, enhancing their capacity to manage procurement processes effectively in emergency contexts. ReportingThey will prepare accurate procurement reports for UNFPA management and donors, documenting achievements, challenges, lessons learned and compliance with regulations. Candidate Profile and Requirements UNFPA seeks professionals with strong technical expertise and demonstrated experience in emergency procurement. Requirements include: A university degree in Business Administration, Logistics, Supply Chain Management, Procurement or a related discipline. A minimum of five years of progressively responsible experience in emergency procurement, particularly in humanitarian or crisis-response settings. Strong knowledge of procurement principles, international standards and best practices. Proven analytical, negotiation and communication abilities, including excellent written and verbal skills. Ability to work under pressure, adapt to challenging environments and collaborate effectively within diverse teams. Fluency in English. Proficiency in Arabic, French, Spanish, Russian or Chinese is an asset. Willingness to travel and deploy globally at short notice. Familiarity with UNFPA’s mandate and humanitarian principles is advantageous. Assessment Process Candidates undergo a multi-stage evaluation process: Application Review: A vetting committee evaluates resumes and application materials to verify alignment with surge needs. Technical and Soft Skills Assessment: Applicants may be invited to complete a technical test tailored to emergency procurement and respond to soft-skill-related questions. Video Interview: Selected candidates participate in a recorded interview covering behavioural and technical competencies. Reference Checks: Finalists provide professional references for verification of experience, work ethic and suitability for deployment. Candidates who successfully complete all assessment stages will be added to UNFPA’s Surge Response Roster and considered for deployment opportunities that match their skills and profile.
