UNICEF is inviting applications for a Gender and Education in Emergencies and Protracted Crises (EiEPC) Consultant to support its global education and gender equality agenda. This consultancy is based within the Programme Group, Education Section, UNGEI Team, and will be carried out remotely from 1 January 2026 to 30 November 2026. Guided by the Convention on the Rights of the Child and the Sustainable Development Goals, UNICEF’s Strategic Plan 2026–2029 places equity, inclusion, and resilience at the core of its education programming—particularly in fragile, emergency, and crisis-affected contexts. Background and Rationale Gender equality is both a fundamental human right and a powerful driver of education system transformation. Girls and marginalized learners continue to face significant barriers to education due to conflict, displacement, poverty, violence, and restrictive social norms. These challenges are often intensified in emergency and protracted crisis settings. The United Nations Girls’ Education Initiative (UNGEI) plays a central role in advancing gender equality in and through education by influencing policy, promoting evidence-based solutions, and convening global, regional, and national partners. UNGEI collaborates with governments, civil society organizations, feminist networks, donors, young activists, and multilateral institutions to accelerate gender-transformative change. This consultancy will strengthen the integration of gender equality and Education in Emergencies and Protracted Crises (EiEPC) across UNGEI platforms and initiatives, including the Gender at the Centre Initiative (GCI) and the Global Partnership for Education (GPE) Gender Equality Technical Assistance Initiative. Purpose of the Consultancy The Gender and EiEPC Consultant will provide technical leadership and coordination across four interlinked streams of work: Integrating EiEPC perspectives into UNGEI’s global advocacy platforms and partnerships Strengthening crisis and resilience components within the Gender at the Centre Initiative Supporting the inception phase of the GPE Gender Equality Technical Assistance Initiative in Jordan and Pakistan Contributing to UNGEI’s advisory role within Education Cannot Wait (ECW) mechanisms The consultant will be supervised by the GCI Lead and work closely with UNGEI Secretariat members, UNICEF Headquarters EiE teams, and partners at IIEP-UNESCO. Key Responsibilities and Deliverables 1. Gender in EiEPC Advocacy and Partnerships Map current and potential EiEPC stakeholders across UNGEI partnerships Develop outreach strategies to expand EiEPC engagement Design and coordinate global events, webinars, and sessions on gender and EiEPC Develop advocacy briefs, key messages, and joint knowledge products Strengthen EiEPC visibility across UNGEI communications and social media 2. GCI Data Analysis and Capacity Building Update the Gender Equality in Education Snapshot Tool to include crisis and EiEPC indicators Pilot the revised tool in at least two GCI partner countries Design and facilitate capacity-building activities for ministries, civil society, and education clusters Monitor and report on EiEPC-related results for GCI and ECW reporting 3. GPE Gender Equality Technical Assistance Initiative Support inception planning for Jordan and Pakistan Facilitate national inception workshops with key education and gender stakeholders Develop country-level workplans and budgets with a crisis and resilience lens Contribute to interim and annual reporting 4. Advisory Support to Education Cannot Wait (ECW) Support ECW Technical Advisory Group workstreams on protection, gender, and inclusion Ensure gender-responsive approaches in ECW global public goods Document lessons learned and advisory contributions Qualifications and Experience Education Advanced university degree in education, gender or women’s studies, child rights, international development, or a related field Professional Experience Minimum of five years’ experience in education, gender equality, or child rights At least three years’ experience in education in emergencies or recovery contexts Demonstrated expertise in gender equality and girls’ rights Experience working in crisis-affected or developing country contexts Skills and Competencies Expert knowledge of education in emergencies systems and coordination mechanisms Strong understanding of gender-transformative frameworks in crisis settings Excellent analytical, writing, and facilitation skills Experience with UN agencies or multilateral organizations is an asset Application Requirements and Timeline Applicants must submit: A completed profile in UNICEF’s e-Recruitment system Academic credentials A financial proposal outlining costs per deliverable and total consultancy fee Availability confirmation Application deadline: 29 December 2025Contract duration: January–November 2026Duty station: Remote (New York-based team) Only shortlisted candidates will be contacted.
