Position Overview As part of the Headquarters Efficiency Initiative (HQEI) and its related Staff Support Strategy, UNICEF’s Division of Human Resources (DHR) has established a Staff Support Unit (SSU). The SSU serves as a central resource for staff during the HQ transition, providing advisory and referral services to employees in New York Headquarters (NYHQ), Geneva, and other HQ outposted locations. The People and Culture Manager (HR Manager) will lead the SSU, ensuring that staff affected by organizational changes receive timely, consistent, and people-centered support. The incumbent will play a pivotal role in managing change, coordinating communication, and strengthening the staff experience across divisions. Key Responsibilities Under the guidance of the Chief Human Resources Business Partner (HRBP), the HR Manager will: Lead and Manage the SSU Team:Oversee the unit’s daily operations and ensure efficient delivery of advisory and support services. Provide Staff-Centered Support:Offer guidance on HR policies, career transitions, and mitigation measures arising from the HQEI process. Coordinate Stakeholder Engagement:Collaborate with DHR section chiefs, divisional leaders, and other networks to align staff support efforts. Establish Systems and KPIs:Develop coordination mechanisms, workflows, and performance indicators to ensure consistent service delivery and monitoring. Facilitate Communication and Reporting:Ensure structured information flow between the SSU, divisions, and senior leadership; escalate critical issues as needed. Contribute to Change Management:Maintain strong business literacy regarding organizational goals and challenges, developing practical HR solutions to support change implementation. Qualifications and Experience Education: Advanced university degree (Master’s or equivalent) in Human Resources Management, Psychology, Social Science, Business Management, International Relations, or a related field. Experience: At least eight (8) years of progressively responsible professional experience in human resources management within an international organization and/or large corporation. Demonstrated expertise in change management, staff support, and analytical problem-solving. Proven experience managing teams and implementing HR strategies in complex organizational environments. Language Requirements: Fluency in English is required. Knowledge of another UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset. Desirable Experience: Previous work experience within the UN system or UNICEF. Experience managing complex projects and developing innovative HR solutions. Exposure to regional or country-level operations, particularly in development, humanitarian, or fragile settings.
