UNICEF is establishing a Long-Term Agreement for Services (LTAS) with individual consultants specialising in Social and Behaviour Change (SBC) capacity development. This consultancy opportunity will create a global roster of experts who can provide on-demand technical support to UNICEF Centres of Excellence, Regional Offices, Country Offices, and potentially other UN agencies. The consultancy supports UNICEF’s mandate to deliver high-quality, innovative SBC programming at scale across regions and contexts. UNICEF’s work is grounded in equity, inclusion, and evidence-based programming, with Social and Behaviour Change playing a critical role in achieving sustainable outcomes for children and communities. Background and Rationale To deliver SBC effectively at scale, UNICEF recognises the need to strengthen both individual and institutional capacities across staff, partners, and government counterparts. This includes identifying existing skills, addressing gaps, and ensuring enabling environments are in place for SBC practice. The LTAS will provide UNICEF with consistent access to specialised SBC capacity development expertise, enabling: Systematic capacity assessments Tailored learning strategies and plans High-quality training and mentorship initiatives Shared learning through communities of practice and knowledge products This arrangement supports UNICEF’s goal of integrating SBC capacity development more consistently across programmes, promoting standardised tools while allowing for contextual adaptation. Purpose of the Assignment The purpose of this consultancy is to establish a roster of qualified SBC capacity development consultants who can support UNICEF teams with: Institutional capacity assessments SBC skills mapping and analysis Design and delivery of tailored capacity development initiatives Monitoring, evaluation, and continuous improvement of learning interventions Consultants will be engaged on an as-needed basis. LTAS agreements are non-binding and do not guarantee a minimum volume of work. Scope of Work Selected consultants will collaborate closely with UNICEF teams and may be requested to undertake activities including, but not limited to: Institutional Capacity Assessments Analyse existing SBC, RCCE, or demand promotion strategies Map stakeholders, governance structures, and reporting lines Identify structural and financial bottlenecks Develop tailored institutional recommendations and roadmaps SBC Skills Mapping and Planning Conduct individual and team SBC skills assessments Analyse qualitative and quantitative data using UNICEF tools Identify gaps and complementary in-house capacities Co-create capacity development strategies with monitoring components Capacity Development Design and Delivery Develop tailored training tools, guidelines, and materials Deliver hands-on trainings, workshops, simulations, and webinars Design mentorship and peer-to-peer learning initiatives Support development or improvement of in-service and post-service curricula Consultants are expected to align all work with existing UNICEF SBC resources and repositories to ensure coherence and avoid duplication. Deliverables Consultants may be tasked with delivering outputs such as: SBC institutional capacity assessment reports (15–25 pages) SBC skills mapping dashboards and analytical reports Tailored capacity development strategies and plans Delivery of multi-day in-person or virtual trainings Self-paced online learning modules Simulation-based and experiential learning programmes Webinars and peer-learning sessions Training of Trainers programmes Knowledge products, newsletters, and SharePoint content Annual reports on mentorship and learning initiatives All deliverables must meet UNICEF quality standards and reporting requirements. Required Qualifications and Experience Applicants must demonstrate: An advanced university degree (Master’s or higher) in social or behavioural sciences or a related field Proven experience in SBC capacity development at individual and institutional levels Strong analytical skills, including interpretation of qualitative and quantitative data Hands-on experience designing and delivering trainings and workshops Ability to produce high-quality written outputs, including reports and strategies Understanding of SBC frameworks, monitoring, and evaluation Experience working with UN agencies or development organisations (asset) Ability to manage multiple workstreams and tight deadlines Fluency in English; additional UNICEF regional languages are an advantage Contractual and Administrative Conditions Consultants will use their own equipment All outputs remain the property of UNICEF Consultants are responsible for tax, insurance, visas, and health coverage Travel, if required, will be reimbursed in line with UNICEF policies Consultants are not considered UN staff and are not entitled to staff benefits Selection and Evaluation Process Consultants will be evaluated based on: Technical proposal (80%) Financial proposal (20%) Applicants must submit: Cover letter CV Financial proposal (cost per deliverable) Proof of educational qualifications Incomplete applications will not be considered.
