UNICEF Recruitment 2026: Administrative Data Systems Consultant Organization: United Nations Children’s Fund (UNICEF) Job Number: 595309 Location: Abuja, Nigeria (Remote with Travel) Contract Type: Consultancy (7.5 Months) Eligibility: International Candidates Only Category: Research, Planning, Monitoring & Evaluation About the Consultancy UNICEF is seeking a qualified international Administrative Data Systems Consultant to support the assessment of Nigeria’s administrative data landscape across key social sectors at both national and subnational levels. The consultant will apply the Administrative Data Maturity Model (AdaMM) to evaluate existing systems, identify gaps, and enhance data governance, architecture, privacy, interoperability, and the use of equity-disaggregated, people-centered data focused on children. Key Scope of Work Sectoral Engagement: Engage with federal and state institutions across health information systems, education information systems, social protection registries, civil registration and vital statistics (CRVS), and national platforms. Systems & Governance Assessment: Evaluate technical frameworks, data governance, privacy, security, data architecture, and system interoperability. Stakeholder Facilitation: Lead workshops, consultations, capacity building, and co-design processes with government entities and development partners. Qualifications & Requirements Education: Advanced university degree (Master’s or higher) in Information Science, Informatics, Management Information Systems (MIS), Data Governance, MEL, or a related field. Experience: Minimum of 8 years of professional experience in data systems strengthening and assessments. Key Experience: Strong background working with government agencies or a National Bureau of Statistics (NBS). Prior experience with UNICEF or UN agencies is an advantage. Technical Expertise: Proven knowledge in applying maturity models (AdaMM preferred), assessing sectoral data systems, and managing data security and privacy.
