Application Deadline

May 31, 2026

Description

The United Nations Industrial Development Organization (UNIDO) has announced a new international consultancy opportunity for experienced Monitoring and Evaluation (M&E) professionals seeking to contribute to results-driven development work at the global level. The position, based in Vienna, Austria, offers a six-month contract supporting UNIDO’s efforts to strengthen results-based management (RBM), monitoring systems, and evidence-informed decision-making across its programmes. This consultancy is designed for senior practitioners with strong technical expertise in evaluation, performance management, and development effectiveness, particularly within international or multilateral organizations. Strengthening Results-Based Management Across UNIDO At the heart of the assignment is UNIDO’s commitment to improving how development results are planned, measured, and reported. The organization works to promote inclusive and sustainable industrial development in line with the Sustainable Development Goals, particularly SDG 9 on industry, innovation, and infrastructure. The Monitoring and Evaluation Specialist will contribute directly to the enhancement of UNIDO’s RBM systems and monitoring frameworks. This includes supporting the review of institutional results frameworks, improving performance data collection processes, and ensuring that monitoring tools align with updated organizational standards. The role is positioned within UNIDO’s Directorate of Strategic Planning, Programming and Policy, which plays a central role in shaping institutional strategy, reporting systems, and policy coherence across the organization. Key Responsibilities of the Consultancy The consultant will be expected to provide technical expertise and analytical support across several core areas of UNIDO’s monitoring and reporting systems. 1. Results-Based Management and M&E System Review A key responsibility includes providing expert input into the ongoing review of UNIDO’s Integrated Results and Performance Framework (IRPF). The specialist will help assess how results are currently tracked and reported and propose improvements to strengthen accountability and learning. 2. Design of RBM Innovation Initiatives The consultancy also includes co-leading the design and implementation of UNIDO’s first RBM Award initiative. This activity aims to identify and showcase good practices in monitoring and evaluation across projects, programmes, and country-level interventions. 3. Process Mapping and System Improvement The M&E Specialist will support a comprehensive mapping of how performance and results data are collected across the organization. This involves identifying gaps, inefficiencies, and opportunities for harmonization, while recommending practical improvements to strengthen institutional systems. 4. Corporate Reporting and Analytical Support The role requires contributing to key UNIDO corporate reports, including the Annual Report and Programme and Budgets documentation. The consultant will provide analytical input and synthesize results data to support strategic reporting at senior management level. 5. Gender-Responsive Monitoring and Evaluation A strong emphasis is placed on integrating gender equality considerations into monitoring systems. The consultant will support the incorporation of gender indicators and sex-disaggregated data into reporting frameworks, aligning with UNIDO’s broader commitment to inclusive development. Required Qualifications and Experience UNIDO is seeking highly qualified professionals with a strong background in international development and evaluation. Applicants are expected to hold an advanced university degree (Master’s or equivalent) in fields such as Economics, Engineering, Environmental Management, or other disciplines relevant to UNIDO’s mandate. A minimum of seven years of professional experience is required, including at least three years at the international level. Candidates must demonstrate: Strong expertise in Monitoring and Evaluation systems Experience in Results-Based Management frameworks Proven background in technical cooperation or development programming Experience working with international organizations, preferably within the UN system Demonstrated commitment to gender equality and women’s empowerment Strong stakeholder engagement and cross-functional collaboration skills Fluency in English is required, and knowledge of additional UN languages is considered an advantage. Professional Context and Expectations The consultancy reflects UNIDO’s broader mission to promote inclusive and sustainable industrial development. The organization works across technical cooperation, policy advisory services, research, and partnerships to support economic transformation in developing and emerging economies. The Monitoring and Evaluation Specialist will play a key role in strengthening how UNIDO measures impact, learns from implementation, and improves accountability across its global portfolio. The position also requires the ability to work in a highly collaborative, multicultural environment, contributing to cross-divisional initiatives and supporting institutional reform processes. Contract Details and Application Process The consultancy is offered for an initial period of six months and is based in Vienna, Austria. It is open to both internal and external candidates with relevant expertise. Applicants are required to submit their applications through UNIDO’s official online recruitment system. The organization does not charge any fees at any stage of the recruitment process. The application deadline is 12 May 2026 at 23:59 (Vienna time). A Strategic Opportunity for Evaluation Professionals This consultancy represents a significant opportunity for experienced M&E professionals to contribute to global development systems at a high institutional level. By supporting UNIDO’s monitoring and reporting architecture, the selected consultant will help shape how industrial development results are measured, communicated, and improved across member states. For professionals with strong analytical skills and a commitment to evidence-based development, the role offers a chance to influence global systems of accountability and performance management within one of the United Nations’ key technical agencies.
