The United Nations Development Programme (UNDP) is inviting applications from qualified professionals for the position of Project Finance Officer, based in New Delhi, India, under a National Personnel Service Agreement (NPSA-9). This full-time role supports one of UNDP India’s largest health portfolios, focused on strengthening national immunization systems through digital innovations, strategic financing, and multi-stakeholder collaboration. Background UNDP has been operational in India since 1951, partnering with the Government of India and development stakeholders to address poverty, inequality, governance, environmental sustainability, resilience, policy reform, and inclusive development. The current UNDP India Country Programme (2023–2027) focuses on: Evidence-led institutions and accelerated SDG achievement Economic opportunity and social protection for marginalized groups Climate-smart, resilient development Gender equality, social inclusion, South-South cooperation, innovation, and digital transformation integrated across all pillars Role Within the Health Portfolio UNDP India’s Health Unit manages one of the organization’s largest global health portfolios, in partnership with: Ministry of Health & Family Welfare (MoHFW) Global Vaccine Alliance (Gavi) Various State Governments The Project Finance Officer plays a senior role within the Health Systems Strengthening (HSS) team. These initiatives strengthen India’s Universal Immunization Programme (UIP), enabling equitable and sustainable immunization services through digital platforms, improved logistics, and data-driven decision-making. Key ongoing programmes include: HSS III (Gavi-funded): Scaling national digital immunization systems such as U-WIN and supporting advanced analytics to track zero-dose children eVIN State Support: Sustaining and expanding eVIN digital vaccine logistics platforms through state level agreements Broader digital health initiatives: Including Co-WIN and TB-WIN, aligned with national digital health architecture The Finance Officer will oversee financial systems for an annual portfolio exceeding USD 30 million, ensuring donor compliance, fiduciary integrity, transparent budgeting, and strong financial risk management. Key Responsibilities Financial Strategy and Oversight Implement financial strategies aligned with UNDP rules, donor requirements, and project goals Ensure strong internal controls and compliance across all financial systems Recommend cost-management and cost-recovery strategies Maintain forecasting systems for real-time visibility on cash flow and donor contributions Analyze financial scenarios, identify risks, and provide timely forecasts Monitor exception reports and investigate irregular transactions Budgeting, Reporting, and Financial Analysis Oversee timely and accurate preparation of Statements of Expenditure (SoEs), Utilization Certificates (UCs), and donor financial reports Manage multi-donor budgets and ensure alignment with approved workplans Track expenditures against budgets and highlight variances for corrective action Guide the planning and control of financial resources as per UNDP POPP guidelines Process Optimization and Risk Management Strengthen processes for payment cycles, cross-charging, and documentation Maintain audit readiness, ensure thorough documentation, and support audit compliance Close audit gaps by implementing effective internal controls Use dashboards, tracking tools, and SOPs to identify bottlenecks and mitigate financial risks Compliance Ensure adherence to UNDP regulations, donor agreements, and government financing structures Provide financial quality assurance across SoEs, UCs, and payment documentation Manage multi-donor funds to ensure transparent utilization and timely settlements Team Leadership and Capacity Building Supervise and mentor two Project Finance Associates (NPSA-6) Strengthen financial capacity across regional and state teams Promote best practices in financial management for donor- and government-funded initiatives Competencies Core Competencies (Level 2): Achieve Results Think Innovatively Learn Continuously Adapt with Agility Act with Determination Engage and Partner Enable Diversity and Inclusion Technical Competencies: Accounting principles and IPSAS/IFRS knowledge Financial planning, budgeting, forecasting, and analysis Audit risk management and financial compliance ERP systems experience (Oracle/PeopleSoft/Quantum/Atlas/SAP etc.) Resource and risk management Strategic financial thinking Required Qualifications Education: Master’s degree in Finance/Accounting plus 2 years experience, OR Bachelor’s degree in related fields plus 4 years experience Professional accounting qualification (preferred) Candidates without professional qualifications must complete UNDP’s Finance Training and Certification Programme (FTCP) Candidates with a finance master’s degree may need to pass UNDP’s Advanced Accountancy and Finance Test (AAFT) Experience: Minimum 2–4 years of experience in financial management within international organizations Expertise in: Financial resource planning and variance analysis ERP-based financial processing Donor compliance, reporting, and audit preparation Financial analysis of complex datasets Experience with IPSAS/IFRS standards Experience with UNDP systems (Quantum/Atlas/Umoja) is highly desirable Languages: Fluency in Hindi and English is required Application Timeline Apply Before: 24 December 2025 (06:59 AM IST) Contract Type: NPSA-9, 1 year (with possibility of extension) Location: New Delhi, India VISIT OFFICIAL WEBSITE TO APPLY For more opportunities such as these please follow us on Facebook, Instagram , WhatsApp, Twitter, LinkedIn and Telegram Disclaimer: Global South Opportunities (GSO) is not the seeking organization.
