This position is based in the Economics of Nature Unit, within the Biodiversity and Land Branch of UNEP’s Ecosystems Division in New Delhi, India. The role focuses on advancing the project “True Value Accounting: Making the Economic Case for Food Systems Transformation in India and Kenya.” Role Overview The Programme Management Officer will oversee the design, implementation, and evaluation of the project, which applies The Economics of Ecosystems and Biodiversity (TEEB) framework to transform food systems in India. The role requires strong analytical, coordination, and strategic planning skills to ensure that project outputs contribute effectively to policy mainstreaming and sustainable economic transformation. Working under the supervision of the Head of the Economics of Nature Unit, the officer will support national and subnational stakeholders, facilitate inter-institutional collaboration, and ensure effective project delivery in line with UNEP’s objectives. Key Responsibilities Programme and Project Management Lead and monitor the development, implementation, and evaluation of the TEEB “True Value Accounting” project in India. Review relevant reports and analyses, identify implementation challenges, and propose corrective actions. Liaise with key project partners and ensure effective follow-up on project milestones. Develop short-, medium-, and long-term strategic plans, work plans, and budgets. Policy and Stakeholder Engagement Identify and analyze public and private sector opportunities that advance sustainable food systems transformation nationally and within selected states in India. Provide strategic advice to implementing and executing partners to strengthen policy integration for food systems transformation. Facilitate collaboration among stakeholders, including the Ministry of Agriculture and Farmers Welfare, the Ministry of Environment, Forest and Climate Change, research institutions, and members of the TEEB India Project Steering Committee. Identify challenges, priorities, and policy needs for integrating food systems transformation into national frameworks. Technical and Research Contributions Conduct analysis on environment–economy linkages, ecosystem services valuation, and food systems policy. Review and provide feedback on technical deliverables and reports submitted by implementing partners. Prepare background papers, policy briefs, research outputs, and publications related to the TEEB for Agriculture and Food framework. Lead or participate in field missions and prepare analytical mission summaries. Contribute to knowledge sharing between India and other countries implementing similar TEEB projects, ensuring cross-country learning and exchange. Capacity Building and Outreach Organize and facilitate workshops, consultations, and training sessions to disseminate findings and strengthen stakeholder capacity. Deliver presentations and promote the TEEB Approach, highlighting results from ecosystem service modelling and geospatial analyses. Support outreach activities that advocate for sustainable economic and environmental policymaking. Data Management and Analytics Collect and analyze quantitative and qualitative data to monitor trends and inform policy recommendations. Utilize Geographic Information Systems (GIS) and spatial tools for modelling ecosystem services. Produce visual data outputs—such as charts, graphs, and reports—to support evidence-based decision-making. Ensure all analytical methods, data sources, and assumptions are properly documented. Reporting and Evaluation Prepare progress reports, budget statements, and related project documentation. Contribute to evaluation exercises and integrate lessons learned into future programming. Maintain transparency and accuracy in financial and programmatic reporting. Qualifications and Experience Education: Advanced university degree (Master’s or equivalent) in Environmental Economics, Natural Resource Management, or a related discipline. Experience: Minimum five years of progressively responsible experience in project or programme management, with a focus on environmental economic valuation, ecosystem services, cost-benefit analysis, or natural capital accounting. Experience using GIS and spatial analysis tools for ecosystem modelling is required. At least two years’ experience in agri-food systems or food policy projects is required. Experience working on agri-food transformation in India is highly desirable. Experience in data analytics or related fields is an asset. Language: Fluency in English is required.
