The secretariat provides organizational and technical support to the Convention, the Kyoto Protocol and the Paris Agreement. Operating in a highly dynamic and politically complex environment, it works to facilitate implementation of commitments, guide negotiations, and support countries in addressing one of the most critical environmental challenges of the century. About the Means of Implementation Division The Programme Management Officer position is housed within the Means of Implementation (MOI) Division, which assists Parties in mobilizing and scaling up support to implement the Convention and its related instruments. The Division focuses on enhancing access to finance, technology, and capacity-building support. Within this division, the Technology Subdivision plays a vital role in strengthening international cooperation on climate technology development and transfer, particularly for developing countries. The Subdivision is organized into two units: Policy and Strategy Unit Support and Implementation Unit The advertised position leads the Support and Implementation Unit, reporting to the Manager (P-5) of the Technology Subdivision and working under the overall guidance of the Director (D-1) of the MOI Division. Role Purpose The Programme Management Officer ensures the coherent and effective implementation of the mandates of the Technology Mechanism under the Convention and the Paris Agreement, with particular emphasis on Article 10 of the Paris Agreement. The incumbent also contributes to intergovernmental negotiations and supports Parties on all technology-related matters, advancing global cooperation to strengthen climate mitigation and adaptation actions. Key Responsibilities Supporting Intergovernmental Processes The Officer provides strategic advice and substantive guidance to intergovernmental negotiations on technology development and transfer. Responsibilities include drafting strategy papers, background documents and briefing notes, supporting presiding officers during negotiations, and preparing technical papers and workshop documentation requested by governing bodies. Ensuring Effective Operation of the Technology Mechanism The incumbent coordinates closely with the Climate Technology Centre and Network (CTCN) and provides substantive support to the Technology Executive Committee (TEC). This includes facilitating collaboration between the TEC and CTCN, contributing to joint workplans, supporting interactions with the Financial Mechanism and other stakeholders, and coordinating periodic independent reviews of the CTCN. Strengthening Stakeholder Engagement The Officer fosters partnerships with governments, UN bodies, research institutions and other stakeholders involved in climate technology efforts. The role includes leading resource mobilization, contributing to synthesis reports on technology needs and national communications, and collaborating across divisions on issues such as long-term low-emission strategies, NDCs, and transparency reporting. Coordinating Data and Knowledge Management The Officer oversees the management and strategic development of the TT: CLEAR technology transfer clearinghouse. This includes expanding data availability, ensuring its role as a global authoritative information source, and improving coordination on technology data across the secretariat, including in areas related to adaptation, mitigation, and artificial intelligence. Technical Leadership and Staff Management The incumbent provides leadership for the Support and Implementation Unit, including work planning, performance management, team coordination, and fostering a collaborative working environment. The Officer may also represent the secretariat at technical meetings, workshops, and seminars. Competencies Key competencies include: Applying Professional Expertise Being Accountable Being Responsive to Clients and Partners Delivering ResultsManagerial competencies include performance management, staff development, coaching and promoting a positive work environment. Qualifications Education Advanced university degree in environmental science, economics, engineering, development studies or a related field. A first-level university degree with additional experience may be considered. Experience At least seven years of progressively responsible experience in climate technologies, project management and intergovernmental processes. Minimum five years leading international teams and developing technical documents. Strong analytical and drafting skills are essential. Languages Excellent command of English required.
