The United Nations Office for Project Services (UNOPS) is seeking a Senior Programme Manager (Mitigation) to support global climate action efforts through the Climate Action Team (CAT) Project, under the Executive Office of the Secretary-General (EOSG). This position is based in New York, USA, at the IICA-3 level (ICS-11), with an initial contract duration of one year and the possibility of extension, subject to performance and funding availability. About UNOPS UNOPS is a central operational arm of the United Nations, supporting partners to build a sustainable future by delivering efficient and high-impact project management, procurement, and infrastructure services. Operating in over 80 countries with a workforce representing 160 nationalities, UNOPS helps governments, UN entities, and development organizations achieve the Sustainable Development Goals (SDGs). The New York Portfolio Office (NYPO) supports the UN Secretariat and other New York-based entities by implementing projects that enhance peacebuilding, humanitarian, and development outcomes. Within NYPO, the Sustainable Development Cluster (SDC) manages initiatives that align global programmes with sustainability objectives. The SDC operates in approximately 125 countries, combining grants management, technology support, and special development initiatives. The Climate Action Team (CAT) Project UNOPS, through the SDC, has partnered with the Executive Office of the Secretary-General to advance the CAT Project. The initiative responds to the urgent global need for deep emissions reductions to prevent catastrophic climate impacts. Current trajectories point toward nearly 3°C of global warming—far above the 1.5°C limit critical to safeguarding ecosystems, livelihoods, and human security. The CAT Project supports the Secretary-General’s call for all nations, institutions, and corporations to adopt an emergency approach to climate action. While climate change threatens progress toward the 2030 Agenda, it also offers transformative opportunities for inclusive economic growth, job creation, and biodiversity protection through green investments and just transitions. Strategic Focus and Objectives The overarching goal of the Secretary-General’s climate action strategy is to accelerate the transition to a resilient, low-carbon world aligned with the Paris Agreement. The strategy seeks to: Keep the 1.5°C target within reach. Align financial systems and technology transfers with climate resilience objectives. Strengthen global accountability and transparency around climate commitments. Support developing nations in achieving equitable access to finance, capacity-building, and technological innovation. In preparation for COP30, governments are expected to submit new Nationally Determined Contributions (NDCs) that are economy-wide, 1.5°C-aligned, and inclusive of all greenhouse gas emissions. These NDCs should also outline pathways for transitioning away from fossil fuels and contributing to global renewable energy and efficiency goals set during COP28. Key Priorities The Secretary-General’s Climate Action Team will lead on several strategic areas: 1.5°C-Aligned NDC Development – Supporting governments in preparing robust national climate plans. Energy Transition Partnerships – Advancing just energy transition models such as JETPs to accelerate renewable energy adoption. Industrial Decarbonization – Facilitating collaboration on critical energy transition minerals and technologies, including battery storage, and reducing emissions in high-impact industries such as cement and steel. Integration with the SDGs – Ensuring that climate strategies are inclusive and aligned with broader development goals. Accountability of Non-State Actors – Strengthening transparency in corporate net-zero commitments through the implementation of the High-Level Expert Group on Net-Zero Emissions recommendations. Adaptation and Resilience – Advocating for the rapid operationalization of the Global Goal on Adaptation and overseeing the Early Warnings for All initiative to achieve universal coverage by 2027. Climate Finance Delivery – Supporting developing countries in accessing large-scale finance, implementing COP29 outcomes, and addressing systemic barriers in the international financial architecture. Loss and Damage Fund – Promoting effective deployment and adequate resourcing of the Loss and Damage Fund established at COP28. The Role Reporting to the Director of Climate Ambition, the Senior Programme Manager will oversee the planning, coordination, and delivery of mitigation-focused initiatives within the CAT framework. The incumbent will lead engagement with global partners, ensure alignment with international frameworks, and manage cross-sectoral collaboration to drive impactful climate solutions.
