The United Nations Office on Drugs and Crime (UNODC) is recruiting an Associate Programme Officer (Anti-Corruption) at the P-2 professional level based in Vienna, Austria. This temporary role sits within the Programme Management Unit (PMU) of the Corruption and Economic Crime Branch (CEB) in the Division for Treaty Affairs (DTA). The position contributes to the implementation of international anti-corruption initiatives aligned with the United Nations Convention against Corruption (UNCAC). Working under the supervision of the Programme Management Officer heading the Programme Management Unit, the selected candidate will support programme development, implementation, and coordination of global anti-corruption initiatives. This role is designed for early-career professionals seeking to build experience in crime prevention, corruption control, programme management, and international policy coordination within the United Nations system. Organizational Context The United Nations Office on Drugs and Crime (UNODC) serves as the United Nations’ leading agency addressing issues related to crime prevention, criminal justice, corruption, illicit drugs, and transnational organized crime. Through its programmes and global partnerships, UNODC supports Member States in strengthening legal frameworks, institutions, and policies that promote transparency, accountability, and the rule of law. The Corruption and Economic Crime Branch specifically focuses on: Supporting the implementation of international anti-corruption frameworks Assisting governments with legal and institutional reforms Promoting international cooperation on corruption prevention and enforcement Strengthening global responses to economic and financial crimes. The Associate Programme Officer will contribute to these objectives by assisting with programme coordination, technical support, and policy development related to anti-corruption initiatives. Key Responsibilities The Associate Programme Officer will perform a broad range of programme management and technical support functions across anti-corruption initiatives and projects. Programme Development and Implementation The incumbent will support the formulation and execution of technical cooperation programmes by: Contributing to the design, development, and implementation of anti-corruption programmes and projects. Providing technical and administrative support throughout project implementation. Preparing and coordinating key programme documents, reports, and submissions. Monitoring programme budgets, expenditures, and resource utilization. Identifying implementation challenges and recommending corrective actions. Liaising with partners, stakeholders, and counterparts to ensure coordinated delivery of programme objectives. Policy Development and Technical Support The role also requires contributing to policy research and technical documentation related to corruption prevention and economic crime. Key activities include: Preparing policy briefs, analytical papers, and programme reports related to corruption and economic crime. Drafting and reviewing technical documents, briefing notes, and background papers. Supporting legal and policy initiatives that strengthen anti-corruption frameworks. Assisting specialized anti-corruption bodies in improving capacities to: Prevent corruption Detect corruption-related crimes Investigate corruption offences Prosecute corruption cases. Training, Outreach, and Capacity Building The Associate Programme Officer will contribute to advocacy and knowledge-sharing initiatives by supporting training programmes and workshops. Responsibilities include: Assisting in the development and delivery of targeted anti-corruption training programmes. Supporting the organization of workshops and seminars for public officials and stakeholders. Conducting needs assessments to tailor capacity-building activities. Delivering presentations and contributing to technical discussions on anti-corruption strategies. Supporting initiatives focused on: Prevention measures Criminalization of corruption Law enforcement cooperation Asset recovery mechanisms. Meeting Coordination and Stakeholder Engagement The position requires supporting international meetings and strengthening partnerships within the global anti-corruption community. Key tasks include: Providing administrative and substantive support to meetings of the Conference of the States Parties to the United Nations Convention against Corruption and its subsidiary bodies. Preparing documentation and briefing materials for meetings and follow-up discussions. Liaising with stakeholders across the UN system, governments, and international organizations. Supporting strategic partnerships with: Government institutions Intergovernmental organizations Civil society organizations Private sector partners. Data Analysis and Reporting Data-driven decision-making is an important component of the role. The Associate Programme Officer will: Contribute to the collection and analysis of programme data. Identify emerging trends related to corruption and economic crime. Prepare data visualizations including: Charts Graphs Tables Analytical reports. Support evidence-based planning and programme evaluation processes. Required Qualifications Candidates must possess a strong academic background and interest in international crime prevention and governance. Education Applicants must hold an advanced university degree (Master’s degree or equivalent) in one of the following fields: Criminology Law International Relations Political Science Public Administration Social Sciences or related disciplines. A first-level university degree combined with two additional years of qualifying professional experience may be accepted in place of a master’s degree. Candidates who have successfully passed the United Nations Young Professionals Programme (YPP), National Competitive Recruitment Examination (NCRE), or General Service to Professional Examination (G to P) may qualify with a first-level degree. Professional Experience Applicants should have at least two years of relevant professional experience in areas related to crime prevention, criminal justice, corruption, or economic crime. Desirable experience includes: Programme or project management in international development or governance initiatives Technical cooperation and capacity-building programmes Organizing or supporting large intergovernmental or multi-stakeholder meetings Working with international organizations or the United Nations system Data analytics or data-driven policy analysis. Language Requirements The working languages of the United Nations Secretariat are English and French. For this position: English proficiency is required across reading, writing, speaking, and listening. Knowledge of additional UN languages may be considered an asset. Contract Duration and Conditions This is a temporary position available until 31 December 2026, subject to funding availability. While the assignment provides valuable professional experience within the UN system, it does not guarantee future appointment to the role.
