Description

The United Nations Human Settlements Programme (UN-Habitat) is seeking a highly qualified International Evaluation Consultant to lead the independent evaluation of a major urban recovery project in Ukraine. This short-term consultancy offers a unique opportunity to contribute to evidence-based recovery programming in a complex conflict and post-crisis context, while working within the United Nations evaluation framework. The assignment is home-based, with a mission to Ukraine subject to security clearance, and will run for three months over a four-month period. Applications close on 25 January 2026. About UN-Habitat and Its Mandate UN-Habitat is the United Nations focal point for sustainable urbanisation and human settlements. Mandated by the UN General Assembly, the agency works to promote inclusive, safe, resilient, and sustainable cities and communities, ensuring access to adequate housing, infrastructure, employment, and essential services such as water, energy, and sanitation. Responding to crisis and post-crisis contexts is a core component of UN-Habitat’s mandate. Through its Strategic Plans (2020–2025 and 2026–2029), the organisation prioritises risk reduction, post-crisis response, and inclusive long-term recovery, particularly in fragile and conflict-affected settings. Project Background: Urban Recovery in Ukraine (UN-Habitat) Following requests from the UN-Habitat Executive Board and the Government of Ukraine, UN-Habitat has been supporting Ukraine’s urban recovery efforts since 2022. The war has placed unprecedented pressure on cities and local governments, resulting in widespread destruction of infrastructure, housing, land, and livelihoods. Beyond physical damage, Ukrainian cities face challenges related to: Demographic shifts and displacement Social cohesion and governance Economic and financial system disruption Environmental degradation Urban areas play a critical role in addressing these impacts, requiring integrated, participatory, and resilient recovery approaches. The Project: Inclusive and Resilient Urban Recovery (UN-Habitat) The project “Towards Inclusive and Resilient Urban Recovery in Ukraine” is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) with a total budget of EUR 8.05 million and an implementation period of 30 months. Implemented by UN-Habitat in close collaboration with Restart, Ro3kvit, IMPACT Initiatives, and national counterparts, the project aims to: Strengthen national regulatory and policy frameworks for recovery Enable bottom-up, locally led urban recovery Build long-term Ukrainian planning and institutional capacity The project operates through three interconnected pillars: National policy advisory for urban recovery frameworks and governance Technical support for participatory, evidence-based urban and territorial planning Knowledge and capacity development across public institutions, private sector, and civil society Evaluation Purpose and Objectives Evaluation is a core component of UN-Habitat’s programming and accountability framework. This consultancy will deliver an independent evaluation of the project, aligned with UN regulations, UN-Habitat evaluation policy, and OECD/DAC evaluation criteria. The evaluation will assess: The relevance, coherence, and effectiveness of the project design and implementation Achievement of outputs, outcomes, and overall objectives Value for money, visibility, and influence on government and stakeholder understanding of urban recovery Coordination, partnerships, and management arrangements The impact of political instability and security conditions on implementation Integration of cross-cutting issues such as gender equality, youth empowerment, human rights, and environmental safeguards Expected Outcomes and Deliverables The evaluation will be conducted by a two-person team, led by the International Evaluation Consultant as Team Leader, supported by a national technical evaluation expert. Key deliverables include: Inception Report outlining scope, methodology, theory of change, evaluation matrix, and workplan Draft Evaluation Report for review by the Evaluation Reference Group (ERG), including an executive summary and presentation of findings Final Evaluation Report (maximum 40 pages, excluding annexes), validated by the ERG The final evaluation will generate actionable lessons learned and recommendations to inform future urban recovery programming in conflict-affected contexts. Required Qualifications and Expertise Candidates must demonstrate strong evaluation leadership and technical expertise, including: A Master’s degree in international development, evaluation, urban and regional planning, conflict studies, or related fields At least 10 years of evaluation experience, including in fast-evolving conflict contexts Minimum 7 years of experience in results-based management, policy development, or capacity strengthening in the public sector Proven ability to present evidence-based findings using clear analysis, charts, and visual tools Familiarity with the United Nations system and UN-Habitat’s mandate (asset) Knowledge of urban recovery, governance, decentralisation, and institutional capacity building Excellent written and spoken English; French is an asset Why This Role Matters This consultancy offers a rare opportunity to contribute directly to Ukraine’s urban recovery and resilience efforts, while shaping future UN-Habitat programming through high-quality, independent evaluation.
