Consultancy Opportunity – Health Promotion The World Health Organization (WHO), through its Unit on Determinants, Urban Health, Promotion and Behaviours, is seeking a Consultant in Health Promotion to provide specialised technical support across key global health initiatives. This consultancy focuses on wellbeing, community engagement, and health literacy, contributing to WHO’s broader mission to promote healthier populations and more inclusive health systems worldwide. Purpose of the Consultancy The consultant will play a strategic role in advancing WHO’s work on health promotion and urban health, with particular emphasis on participatory approaches and social determinants of health. A central element of the role will be contributing to global initiatives that strengthen community involvement in health decision-making and promote equitable, people-centred health systems. The consultancy will also support activities linked to the 40th anniversary of the Ottawa Charter for Health Promotion in 2026, a milestone that highlights four decades of global progress and renewed commitment to health promotion principles. Key Areas of Work The consultant will provide technical, analytical, and coordination support across several interconnected workstreams, including: Health Promotion Policy and Programme Implementation Supporting the design, development, and implementation of health promotion policies and programmes Contributing to evidence-informed approaches that address social, environmental, and behavioural determinants of health Assisting with the integration of wellbeing and health promotion principles into urban and public health initiatives Community Engagement and Health Literacy Supporting participatory approaches that strengthen community engagement in health governance Contributing to strategies that enhance health literacy across diverse populations Promoting inclusive, community-driven models for improving health outcomes International Meetings, Advocacy, and Communications Providing support for the planning and delivery of international meetings, consultations, and workshops Contributing to advocacy efforts that advance health promotion agendas at global, regional, and national levels Assisting with communication activities, including the development of technical and advocacy materials linked to WHO priorities Contribution to Global Initiatives Through this consultancy, the successful candidate will contribute to high-profile global health initiatives, including: Participatory urban governance for health, supporting cities and communities to create healthier living environments Activities marking the 40th anniversary of the Ottawa Charter, helping to reflect on past achievements while shaping the future of health promotion This work will support WHO’s commitment to collaboration, equity, and sustainable health development.
