Core expectations include: Development of sector-specific gender mainstreaming guidelines for digitalization Integration of gender considerations into digital and climate technology programming Application of gender analysis methodologies such as Harvard, Moser, and CARE frameworks Use of sex-disaggregated data to identify structural inequalities Engagement with implementing partners to ensure practical usability of guidelines The assignment emphasizes the importance of producing clear, policy-relevant outputs that can be used across developing country contexts. Required Qualifications and Expertise The United Nations Environment Programme is seeking highly qualified professionals with extensive experience in gender analysis and digital development policy. Applicants must hold at least a Master’s degree in fields such as Gender Studies, Development Studies, ICT Policy, Public Policy, Environmental Studies, or related disciplines with a strong gender focus. A PhD in a relevant area such as gender and digital development, climate policy, or emerging technologies is considered an advantage. In addition, candidates must demonstrate: At least seven years of experience in gender mainstreaming and policy development Proven expertise in ICT, digital development, or climate technology programmes Strong understanding of gender dimensions of the digital divide, including access, skills, safety, and leadership Experience developing gender frameworks or guidelines for international organizations Ability to conduct both qualitative and quantitative gender analysis Familiarity with intersectional gender analysis across diverse global contexts Strong project management and stakeholder engagement skills Experience working with the United Nations or similar international organizations is considered highly desirable. Technical and Analytical Requirements The consultancy requires advanced analytical skills in gender-responsive research methodologies. Applicants are expected to apply structured frameworks such as the Harvard Analytical Framework, the Moser Framework, and CARE’s Gender Analysis Framework to assess inequality and inform policy recommendations. The role also demands strong understanding of global policy frameworks, including the Paris Agreement, Sustainable Development Goals (especially SDGs 5, 9, 10, and 13), the UNFCCC Gender Action Plan, the Women’s Empowerment Principles, and the UN Global Digital Compact (2024). Context and Strategic Importance The assignment is aligned with the broader mandate of the UN system to promote inclusive and sustainable digital transformation. It also supports ongoing climate action efforts under the UNFCCC Technology Mechanism, with a focus on ensuring that digital innovation does not reinforce existing gender inequalities. By integrating gender perspectives into digitalization and climate technologies, the consultancy aims to improve equity, access, and participation for women and marginalized groups across developing regions, including Africa, Asia-Pacific, and Latin America and the Caribbean. Languages and Communication Strong written and verbal communication skills in English are required. The consultant must be able to present complex technical and policy information in a clear and accessible manner for diverse audiences, including governments, civil society organizations, and private sector stakeholders.
