The World Food Programme (WFP) is inviting applications for an Ethics Officer – P3 position based at its headquarters in Rome, Italy. About the WFP Ethics Officer Position The Ethics Officer will be based at WFP Headquarters in Rome, Italy, and will join the Ethics Office. The main purpose of the position is to support the development and implementation of a robust ethical framework across WFP. This includes providing confidential guidance to employees and management, supporting ethics policies and procedures, and helping ensure that the organisation maintains high standards of integrity and accountability. The position is classified as P3 and is an international professional role. It is open to both internal and external candidates and to applicants of all nationalities. The selected candidate will be required to relocate to Rome to take up the assignment. Key Responsibilities The Ethics Officer will undertake a range of responsibilities supporting WFP’s Ethics Office strategy and mandate. Key duties include: Providing substantive input into the Ethics Office strategy and work plan. Advising WFP employees and management on ethics and standards of conduct. Tracking and recording ethics-related queries and providing timely guidance. Contributing to the annual conflict-of-interest disclosure programme. Reviewing disclosed conflicts of interest and providing appropriate advice. Developing and delivering ethics training programmes and e-learning modules. Supporting train-the-trainer initiatives relating to ethics, values and standards of conduct. Reviewing and advising on WFP policies, circulars and regulations where ethical considerations arise. Providing advice and support concerning requests for protection against retaliation. Preparing memoranda and responses to complainants where required. Supporting the Ethics Office’s presence on internal and external digital platforms. Contributing to reports and communications promoting the work of the Ethics Office. Building effective relationships within WFP and with United Nations and Rome-based agencies. Performing other duties assigned by the Senior Ethics Officer. The position therefore combines policy analysis, advisory work, training, writing, stakeholder engagement and organisational ethics. Who Can Apply? WFP is seeking candidates with advanced academic qualifications and relevant professional experience. Applicants must have: An advanced university degree in law, ethics, public administration, international affairs, compliance or a related field. At least five years of progressively responsible professional experience in legal advice, compliance, risk assessment, ethics or a related area. A theoretical understanding of ethics, compliance and risk assessment. The ability to advise a wide range of stakeholders on different ethical issues. Technical knowledge of whistleblower protection policies. Demonstrated ability to prepare legal memoranda and notes to the file. The ability to work with integrity, independence and impartiality. Strong interpersonal and communication skills. Experience delivering training to small or medium-sized audiences. The ability to listen carefully and sensitively to individuals seeking advice or protection against retaliation. Because the Ethics Office operates in an independent and confidential capacity, candidates are expected to demonstrate a high degree of professionalism, discretion and impartiality. Language Requirements Language skills are an important part of the position. Applicants must have: Fluency in English at Level C. Intermediate knowledge at Level B of a second official UN language. The accepted second UN languages include: Arabic Chinese French Russian Spanish Portuguese Knowledge of an additional UN language can therefore strengthen a candidate’s suitability for this international position. WFP Salary and Benefits As an international professional position, the Ethics Officer role comes with a compensation and benefits package aligned with applicable International Civil Service Commission standards.
