The World Trade Organization (WTO) is inviting applications for the position of Head of Partnerships and Outreach within the Executive Secretariat (ES) of the Enhanced Integrated Framework (EIF). This senior, full-time role is based in Geneva, Switzerland, and is offered under a fixed-term contract funded through extra-budgetary trust funds. The appointment is renewable, subject to funding availability and satisfactory performance. About the Enhanced Integrated Framework (EIF) Established in 2009, the EIF is a global partnership that supports least developed countries (LDCs) and recently graduated countries in leveraging trade and investment as engines for inclusive, resilient, and sustainable development. The partnership brings together: 44 least developed countries and 2 recently graduated countries 28 EIF funding partners 8 EIF partner agencies Through demand-driven and targeted assistance, the EIF strengthens national trade capacities, integrates trade into development planning, and enhances participation in regional and global markets. Role Purpose and Strategic Significance The Head of Partnerships and Outreach is a senior leadership role within the EIF Executive Secretariat. The position is responsible for shaping and executing strategies that enhance the EIF’s global visibility, partnerships, and financial sustainability. Working closely with the Executive Director and across EIF teams, the role ensures that engagement with funding partners, development institutions, and the private sector is strategic, coherent, and aligned with LDC priorities. The role also provides overall leadership for communications, outreach, and advocacy, positioning the EIF as a leading actor in the Aid for Trade landscape and in global discussions on trade, investment, and development in LDC contexts. Key Functions and Responsibilities Reporting directly to the Executive Director, the incumbent will be responsible for the following core functions: Strategic Partnerships and Coordination Designing and implementing the EIF partnership strategy in line with Phase Three priorities Developing and maintaining high-level relationships with partner agencies, international organizations, bilateral donors, foundations, regional bodies, and private sector actors Convening structured dialogue platforms to strengthen coordination and alignment at global, regional, and national levels Forging and managing strategic alliances to expand EIF impact and unlock additional technical and financial resources Resource Mobilization Leading the implementation of the EIF Phase Three Resource Mobilization Strategy Engaging new and existing funding partners, including innovative and blended finance sources Developing targeted investment cases and tailored donor engagement approaches Supporting country-level resource mobilization through guidance, tools, and backstopping support to EIF National Implementation Units Monitoring funding opportunities across public, private, philanthropic, and development finance channels Communication, Outreach, and Advocacy Overseeing the development and execution of a strategic communications plan aligned with Monitoring, Evaluation, and Learning (MEL) and resource mobilization objectives Supervising the production and dissemination of high-quality communication and visibility materials Representing the EIF at global policy forums, donor roundtables, and international events Promoting EIF results through impact stories, case studies, and digital outreach Advocating for LDC trade and investment priorities in global policy processes Supporting learning and knowledge exchange among EIF partners and stakeholders Management, Coordination, and Reporting Leading and supervising a dedicated team covering partnerships, communications, and resource mobilization Overseeing the organization of EIF flagship events, including the EIF High-Level Platform Leading reporting to individual funding partners in line with their requirements Coordinating with other ES units to ensure alignment with the EIF Results Framework Contributing to Executive Secretariat work planning, budgeting, and reporting Supporting country coordinators on in-country partnership development and outreach Working closely with the EIF Trust Fund Manager to coordinate partner contributions Representing the Executive Secretariat in relevant internal and external coordination mechanisms Required Qualifications and Experience Education Advanced university degree in international relations, development economics, international trade, public administration, or a related field Professional Experience A minimum of eight years of progressively responsible experience in international development, trade, partnerships, or donor relations Demonstrated experience working with or in least developed country contexts Knowledge, Skills, and Competencies Proven track record in resource mobilization and managing complex, multi-stakeholder partnerships Strong expertise in strategic communications and outreach Solid understanding of Aid for Trade, development programming, and donor financing mechanisms Excellent leadership, people management, and organizational skills Strong negotiation, representation, and relationship-building capabilities Ability to operate effectively in multicultural, multilateral, and diplomatically sensitive environments Results-oriented approach with the ability to manage change and competing priorities Languages Excellent command of English Knowledge of French is an advantage Contract and Application Information Grade: 9 Contract type: Fixed-term (L-Post, EIF-funded) Annual salary: CHF 143,688 Application deadline: 21 February 2026 (Geneva time) The recruitment process may include written assessments, interviews, assessment centres, and reference checks.
