This high-impact consultancy will reposition necessity entrepreneurship as a strategic driver of inclusive economic transformation rather than a marginal survival mechanism. The assignment will be awarded through a competitive process and conducted fully remotely. Role Purpose Global labour markets are undergoing profound transformation. In low- and middle-income countries, millions of young people enter the workforce each year in contexts where formal job creation cannot meet demand. As a result, necessity entrepreneurship—characterised by small, informal, and undercapitalised ventures—has emerged as one of the largest employment systems globally. Despite its scale, necessity entrepreneurship remains under-leveraged in policy, financing, and ecosystem design. This flagship report aims to: Reframe necessity entrepreneurship as a pathway to livelihoods and job creation Highlight its role in inclusive economic transformation Combine rigorous analysis with youth-generated evidence Provide implementation-informed insights for policymakers and ecosystem actors Influence global discourse at scale The consultant will work closely with YBI and GenU to shape a report that integrates research excellence, youth voice, and practical policy relevance. Key Responsibilities The selected consultant will lead the end-to-end development of the report, including: Inception and Framing Define the analytical framework and structure Align report objectives with YBI and GenU strategic priorities Research and Evidence Synthesis Conduct comprehensive literature review Synthesise global data and research on youth necessity entrepreneurship Identify evidence gaps and emerging trends Youth Voice Integration Incorporate youth-generated evidence Ensure authentic representation of lived entrepreneurial experiences Integrate qualitative insights into policy analysis Partner and Case Study Integration Work with YBI and GenU networks to source case studies Analyse implementation insights from diverse geographies Highlight scalable and replicable ecosystem approaches Drafting and Revision Produce high-quality drafts with strong narrative clarity Integrate feedback from YBI and GenU stakeholders Ensure alignment with thought leadership standards Finalisation and Launch Readiness Deliver final report suitable for global dissemination Support positioning for policy and ecosystem influence Ideal Consultant Profile YBI is seeking a consultant with: Demonstrated experience leading high-level thought leadership or policy reports Strong analytical and writing skills Experience in youth employment, entrepreneurship, or economic development Ability to integrate research with lived experience and case study material A collaborative approach to working across global partnerships Experience engaging with multilateral initiatives, development actors, or large networks is highly desirable.
