The Youth Plastic Action Network (YPAN) is inviting expressions of interest from motivated youth leaders to join its Interim Coordination Team (ICT). YPAN is a global youth constituency being established to ensure meaningful, inclusive, and sustained participation in the negotiations and implementation of the UN Plastics Treaty. The initiative aims to elevate youth voices and empower young people to actively shape solutions to plastic pollution at a global scale. About YPAN YPAN is being developed with support from the Children and Youth Major Group (CYMG) to UNEP and over 30 UN-accredited NGOs. Its purpose is to provide ongoing coordination, representation, and advocacy for youth throughout the treaty’s negotiation and implementation phases. The network envisions youth not simply as participants, but as architects of global solutions for plastic pollution, fostering innovation and leadership among the next generation of environmental champions. YPAN’s focus areas include: Supporting meaningful youth engagement during Intergovernmental Negotiating Committee (INC) sessions and subsequent treaty discussions. Sustaining youth involvement in the implementation of treaty outcomes and future Conferences of the Parties (COPs). Providing training, coordination, and advocacy support for youth working across the plastics lifecycle and environmental governance. The Interim Coordination Team (ICT) The ICT will guide YPAN through its foundational six-month phase, during which the network’s governance structure will be developed. Unlike traditional leadership selections, the ICT will be composed based on skills, experience, capacity, availability, and thematic expertise rather than predefined roles. The ICT’s responsibilities include: Leading YPAN through the initial governance-building period. Supporting consultations with youth, partners, and stakeholders to define governance, structure, policies, and decision-making frameworks. Coordinating youth engagement across thematic areas and regions. Collaborating with CYMG, accredited NGOs, and youth networks to amplify youth participation. Designing and co-leading emerging thematic working groups. Ensuring transparency, inclusivity, and accountability in YPAN’s early development. The ICT will also play a key role in determining the process for future leadership selection, which may include elections, appointments, or hybrid approaches. Mandate Duration and Transition The ICT mandate is six months, reflecting the estimated time required to establish YPAN’s governance framework. At the end of this period, roles may: Transition into permanent positions. Lead to an election or alternative selection process. Evolve depending on the agreed governance system. Current Operating Framework Until its governance structure is formally established, YPAN operates under the Terms of Reference of CYMG to UNEP. These terms provide a guiding framework for coordination, consultation, and engagement. Demonstrated thematic knowledge in plastics governance or related fields. Experience with youth constituencies, coalitions, or governance-building processes (desirable but not required). Availability of approximately 3 hours per week, with flexibility during treaty sessions or consultations. Collaborative experience in youth-led or multistakeholder environments. Reference Number: SRCE05 Role Overview The Political Risk Analyst will be responsible for identifying, assessing, and monitoring political, economic, and sovereign risks that could affect ATIDI’s insurance portfolio and investment operations. The incumbent will deliver detailed risk assessments, monitor geopolitical developments, and support the organization’s underwriting and portfolio management functions. This role is crucial to ensuring that ATIDI maintains a balanced risk exposure while enabling trade and investment flows across member countries. The analyst will also contribute to developing country risk models and maintaining robust political and credit risk frameworks. Key Duties and Responsibilities Risk Assessment and Analysis Conduct in-depth assessments of political and country risks across ATIDI’s operational markets, analyzing factors such as government stability, policy uncertainty, political violence, expropriation, and sovereign default risk. Evaluate transaction structures in structured finance, trade finance, project finance, and infrastructure investments to identify and mitigate potential risk exposures. Assess sovereign creditworthiness through debt sustainability analysis, fiscal vulnerability reviews, and sovereign credit rating trends. Examine investment contracts, guarantees, and debt instruments to evaluate potential exposure and claim scenarios. Develop and update country risk ratings, early warning indicators, and political risk models incorporating macroeconomic, fiscal, and governance metrics. Utilize both quantitative and qualitative methodologies to measure transaction-level and country-level risks, aligning with ATIDI’s overall risk appetite. Underwriting and Portfolio Risk Support Provide political risk intelligence to underwriting teams, supporting the structuring of products such as political risk insurance (PRI), trade credit insurance, and investment guarantees. Assist in determining risk pricing, policy coverage, and exposure limits consistent with ATIDI’s portfolio strategy. Monitor the risk profiles of sovereign, sub-sovereign, and corporate borrowers, highlighting emerging risks and recommending mitigation measures. Contribute to stress testing and scenario analysis to quantify the impact of political and macroeconomic shocks. Collaborate with claims and legal teams to assess potential or ongoing political risk-related claims, including sovereign defaults, currency inconvertibility, expropriation, or contract breaches. Support contingency planning for potential systemic risks across ATIDI’s insured portfolio. Geopolitical and Economic Intelligence Monitor and interpret geopolitical trends, regulatory shifts, trade policies, elections, and economic developments affecting trade and investment in Africa. Maintain active relationships with government agencies, rating institutions, DFIs, and risk intelligence providers to enhance data collection and intelligence. Prepare periodic country risk reports, dashboards, and briefings for ATIDI’s senior leadership and underwriting teams. Stakeholder Engagement and Advisory Provide advisory support to underwriting, investment, and executive teams on the implications of political and transaction risks. Represent ATIDI in industry conferences, policy forums, and professional risk management platforms. Strengthen institutional relationships with governments, financial institutions, and multilateral organizations to support knowledge sharing and strategic partnerships. Role Specifications Education and Experience Bachelor’s degree in Actuarial Science, Data Science, Financial Mathematics, or a related field. At least four years of experience in actuarial analysis, data science, risk modeling, or political risk assessment. Progress toward certifications such as SOA, IFoA, ASSA, CFA, FRM, CQF, or CERA is advantageous. Postgraduate qualifications (Master’s degree) in a relevant discipline will be an added advantage. Technical Competencies Strong grasp of risk assessment methodologies, portfolio analysis, and stress testing frameworks. Familiarity with data analytics tools and modeling software.
